Summary
The Solid Waste Division (SWD) is recruiting an enthusiastic team player for a Construction Stormwater & Traffic Control Site Engineer (Engineer III Classification) in their Cedar Hills Regional Landfill (CHRLF) Unit. This position will serve a missioncritical role for SWD by supporting construction activities at CHRLF over the next five years. This is a Term Limited Temporary (TLT) position with a 5year duration.
Job duties will occur in a complex fastpaced construction environment. This is an excellent opportunity for serving the residents and businesses of King County while working to ensure the protection of human health and the environment. The right candidate for this position will be part of a highly dynamic team consisting of SWD staff consultants construction managers and contractors and will gain invaluable experience by performing critical environmental and traffic control work within largescale public sector construction.
About this Role:
This position will have two critical responsibilities: 1 Management monitoring and compliance coordination of the Construction Stormwater General Permit (CSGP) for CHRLF during construction activities over the next five years; and 2 Management and enforcement of the CHRLF Master Traffic Control Plan (MTCP) during construction activities over the next five years.
Construction projects that will be underway concurrently at CHRLF over the next five years include: 1 closure of the Area 8 landfill cell; 2 development of the Area 9 landfill cell; 3 preparation of Area 5 and 6 landfill cells for placement of additional waste; 4 closure of Area 5 and 6 landfill cells; 5 construction of the Area 4 interior landfill gas header; 6 upgrades and improvements to the landfill leachate lagoons; 7 (potential) construction of the permanent facility relocation (PFR) site and building; 8 Installation of vertical gas wells in multiple locations; and 9 other relevant smaller projects at CHRLF.
Construction is likely to be performed by multiple contractors over varying periods increasing the complexity of concurrent construction activities at CHRLF over the next 5 years. All construction projects will also occur in tandem with ongoing landfilling operations including disposal of waste operation and maintenance of existing environmental control systems routine environmental monitoring and other small projects that occur on a regular basis.
The complexity and importance of maintaining compliance with the CSGP and enforcement of the MTCP during construction is paramount for ensuring uninterrupted disposal of municipal solid waste throughout this period. This is a missioncritical role that will have a direct impact on helping SWD and the public while also protecting human health and the environment.
This position performs work remotely and onsite.

Job Duties
- Management of the CSGP for CHRLF including the following work items: stormwater inspection; field sampling coordination and oversight; compliance reporting; Stormwater Pollution Prevention Plan (SWPPP) upkeep; overseeing installation and modification of stormwater best management practices; contractor compliance enforcement; and contract management of consultants and/or vendors.
- Management and enforcement of the CHRLF MTCP.
- Review of temporary erosion and sediment control submittals from contractors.
- Contract management for vendors providing traffic control services.
- Coordination of contractors to maintain compliance/conformance with the CSGP and the MTCP.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Bachelors Degree in Civil and/or Environmental Engineering Environmental Science Construction Management or equivalent degree in a closely related field OR the equivalent combination of training and experience necessary to successfully perform the job
- Minimum of three 3 years of experience with increasing responsibility in stormwaterrelated projects or programs involving temporary erosion and sediment control
- Minimum of three 3 years of experience with increasing responsibility in design permitting and/or oversight of construction activities involving earthwork
- Minimum of one 1 year experience in traffic controlrelated projects or programs
- Demonstrated ability to effectively manage complex situations by addressing the needs and perspectives of multiple stakeholders

Required Certifications:
- Certified Erosion and Sediment Control Lead (CESCL)

- WA Traffic Control Technician (TCT) OR WA Traffic Control Supervisor (TCS)
Supplemental Information
Working Conditions:
- Remote and Onsite Work Details:Employees in this role will have onsite reporting requirements typically three to four days per week and work remotely from a home location the other days. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be Cedar Hills Regional Landfill including the collaboration space at King Street Center 201 S. Jackson St Seattle WA 98104.
- Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.
- Work Schedule: This fulltime position works a 40hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation: This position is represented by Protec Local 17.
- Duration:This recruitment aims to fill a TermLimited Temporary (TLT) position with an anticipated length of five 5 years. If this position is filled by a King County employee career service employee they will be offered the role as a Special Duty Assignment.
