The Office of Budget Analysis has a flexible teleworkpolicy with the option to be fully in person or to telework several days aweek.

This position will serve as Budget Analyst within theMaryland Department of Budget and Management. This position has directresponsibility for analysis of operating budgets to assigned Stateagencies. If hired you will:
* Conduct reviews of all budget expenditures of ExecutiveBranch units of government;
* Make recommendations to the Secretary of the Departmentfor greater efficiency in those units
and to support the policy goals and objectives of the MooreAdministration;
* Analyze and prepare budgets of assigned agencies;
* Assist in the management of the States operating budgetprocess;
* Review and analyze agency performance data.
The selected candidates should have:
* An understanding of budget and policy analysis;
* Strong analytical skills including understanding ofmathematical concepts and an ability to review manipulate and analyze data inMicrosoft Excel;
* Excellent written and verbal communication skills;
* An ability to write clear reports and make presentationson budget recommendations to senior management and other officials;
* An ability to work independently in teams and underpressure.The selected candidate should be available to work extendedhours as required to meet budget deadlines typically at times during theformulation of the Governors Budget Allowance from September through January.
Note that extended hours worked result in earned leavewhich can be used at other times in the year.
Masters degree preferred from an accredited college oruniversity in public administration public policy business administrationeconomics finance or a related field. Applicants currently enrolled in aMasters program are eligible to apply.
Bachelors degree and equivalent relevant experience asdetermined by the search committee also eligible to apply.
The grade an applicant will be hired at (Budget Analyst III or III) will be determined by the search committee based on a combinationof relevant education and work experience.
* Experience in budget formulation including economicanalysis or budget planning formulation review or management;
* Masters degree in one of the fields mentioned above orBachelors degree with equivalent experience as determined by the searchcommittee;
* Experience working in the areas of State government suchas health care financing and administration government services (facilitiesmanagement information technology etc. social services primary andsecondary education higher education public safety and juvenile services ornatural resources and the environment;
* Experience in performance budgeting concepts;
* Proficiency using Excel including knowledge of formulasand pivot tables.
