The ideal candidate is someone who has a strong engineering permitting and management experience tracking and field skills large diameter pipe experience along with a mix of heavy civil and underground work. With these skills and previous work experience you will be well prepared for success in this position.

About the Project:
The Thornton water project is the single biggest capital project in the citys history. The project spans over 70 miles of the northern Colorado front range from the south side of Thornton to north of Fort Collins. Since the projects vision in the mid 1980s; spanning 45 years with the first phase of the project going live in 2028. The project is being designed and phased to deliver up to 40 million gallons of raw water a day to Thorntons water treatment plants and is projected to serve and supplement water demands in Thornton through 2065.
  • To successfully deliver this project Thornton has assembled a sizeable team of skilled professionals and consultants. Thornton is ready to fill a vacant Contract) Project Manager position for the Thornton Water Project and looking to short list qualified applicants to fill future positions.
  • Experience with large diameter pipeline and pumpstations projects is preferred as well as the knowledge of heavy civil construction activities.
  • Multiple segments of the larger $500 Million) project will advance to construction in 2024 thus requiring a significant inperson presence with the possibility of only limited hybrid remote and flex schedules. Daily interactions with the project teams (office and field; design and construction) comprising of construction management land agencies permitting as well as internal contract and budget divisions.

Under specified direction manages administers and coordinates various water sewer storm drainage facility water treatment roadway intersection traffic signal and other projects related to the area assigned while ensuring conformance with applicable city state and federal standards.

Positions in this class are flexibly staffed and may be filled by advancement from the Project Manager I level or when filled from the outside require previous and directly related experience.

Project Manager l:
Under direction this is the entrylevel class in the Project Manager l/ll/Civil Engineer series. Incumbents entering the class are required to have related work experience. Generally work is observed and reviewed both during performance and upon completion. Positions at this level oversee and concurrently direct various moderately complex capital improvement projects development projects and engineering system models. Moderately complex projects include but are not limited to: small development projects pipeline rehabilitation valve replacement hydrant replacement treated water system improvements and trail connections.

Project Manager ll:
Under general direction this is a journeylevel class in the Project Manager l/ll/Civil Engineer series. Incumbents in the class are required to have extensive related work experience and are expected to perform the full range of duties assigned to this class and to work independently exercising independent judgment and initiative. Generally positions at this level oversee and concurrently direct numerous complex capital improvement projects development projects and engineering system models. Complex projects may include but are not limited to: roadway widenings intersection improvements complex development projects water storage reservoirs storm drainage systems and large diameter pipelines.

Civil Engineer:
Under general direction this is a licensed journeylevel class in the Project Manager l/ll/Civil Engineer series. Incumbents in this class are expected to perform the full range of duties assigned to this class and to work independently exercising independent judgment and initiative. Positions at this level concurrently oversee and direct numerous complex to very complex capital improvement projects development projects and engineering system models. Very complex projects may include but are not limited to: utility master plans water pump stations very complex development projects sanitary sewer lift stations and water treatment facilities.

ESSENTIAL FUNCTIONS

Administers and coordinates capital improvement projects to ensure conformance with applicable city state and federal standards.

Provides staff assistance to engineering and capital projects supervisors and managers.

Oversees and directs the design of capital improvement projects ensuring that the projects are designed within budget and schedule. Coordinates and prepares project design and reviews construction plans specifications and engineering calculations.

Reviews designs and approves changes; develops technical solutions; serves as a team leader.

Assists or manages and coordinates the activities of construction projects; reviews or analyzes and evaluates construction on site for compliance with contract documents. Makes recommendations for technical solutions to problems encountered during project design and onsite inspections.

Performs engineering services for review of development projects; reviews and approves construction plans drainage reports and utility studies for conformance to City standards. Provides reviews to City Development.

Collects or develops technical and financial information regarding construction projects to an engineering or capital projects supervisor or manager. Collects and develops technical data for traffic studies and performs traffic engineering studies. Assists in the preparation of capital improvement budget requests; prepares budget requests and cost estimates.

Schedules conducts and coordinates preconstruction meetings with Contract Administration design engineers contractors public utilities and adjacent municipalities as needed.

Conducts public meetings; responds to inquiries and complaints from the public. Resolves disputes with contractors and vendors.

Prepares technical reports project progress reports project review meeting reports and surveys. Prepares and maintains comprehensive technical documentation.

Performs traffic signal timing and coordination. Evaluates traffic signing and pavement marking for conformance with applicable codes.

May perform elements of GIS mapping as required.

May prepare grant applications.

May provide functional supervision or coordinate work activities of assigned staff.

Performs other duties as assigned.

QUALIFICATIONS

Education/Experience:
Project Manager l:
Bachelors degree in Civil Engineering Architectural/Engineering/Construction Management or related field from an accredited college or university; two years of related job experience. Equivalent combinations of education and experience may be considered.

Project Manager ll:
Bachelors degree in Civil Engineering Architectural/Engineering/Construction Management or related field from an accredited college or university; minimum of four years job related experience. Equivalent combinations of education and experience may be considered.

Civil Engineer:
Licensed Professional Engineer in the State of Colorado. Bachelors degree in Civil Engineering or related field from an accredited college or university; minimum of five years of progressively responsible experience in development review engineering design traffic engineering construction management or related area including two years experience managing major capital improvements development projects or traffic engineering design. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:
Valid Colorado drivers license with a safe driving record for the Infrastructure Department. May need the ability to travel to various locations in a timely manner as the job requires for the City Development Department.

Project Manager l:
No certification required.

Project Manager ll:
Possession of a current Engineer Intern (EI) certification in the State of Colorado is required.

Civil Engineer:
Possession of a current Professional Engineer (PE) license in the State of Colorado is required.

Knowledge Skills and Abilities:
Project Manager l:
Knowledge of the policies procedures and goals of the City of Thornton and the department.
Knowledge of basic applicable federal state and local laws codes and regulations.
Knowledge of structural design.

Project Manager ll and Civil Engineer:
In addition to previous requirements:
Knowledge of advanced principles of engineering project administration inspection and structural design.
Knowledge of the principles and practices of geotechnical testing.
Knowledge of and ability to detect the defects and faults likely to occur in construction.
Knowledge of the rightofway acquisition and eminent domain (condemnation) processes.
Skill in analyzing and evaluating information accurately.
Skill in interpreting engineering plans and specifications.
Skill in communicating and resolving difficult concerns of the public designers contractors and outside agencies.
Skill in applying the following principles: traffic engineering; roadway design; hydrology; and hydraulic/fluid mechanics engineering.
Ability to develop detailed construction cost estimates for capital improvement projects of varying size and complexity.
Ability to develop project schedules using scheduling software with an indepth understanding of project milestones the critical path method and project task deadlines as it relates to capital improvement projects.
Ability to convert abstract ideas into easily understood procedural guidance.
Ability to effectively analyze problems identify alternative solutions project the consequences of proposed actions and implement recommendations in support of work plans and goals.
Ability to use initiative and independent judgment appropriately.
Ability to research develop and lead formal and informal presentations and discussions with diverse groups.
Ability to supervise direct and train employees.
Ability to coordinate and negotiate with developers contractors architects residents and other employees to seek project designs meeting community needs and minimize future maintenance costs.
Ability to prepare grant applications.

Physical and Mental Requirements:
While performing the duties of this job the employee is required to walk stand sit kneel squat stoop see hear speak demonstrate manual dexterity and perform light lifting.
