The Senior Project Manager North Civils will be responsible for oversight of Technical/Design and Construction services throughout the project lifecycle and accountable to ensure designs are complainant safe meet the delivery/constructability need of the construction and are most costefficient from the total project cost perspective. This person will be responsible for contract and schedule management construction quality site safety and security project financial accountability project deliverables and technical input to program communications and intergovernmental relations during all stages of construction projects. We are actively looking to fill two 2 vacancies.
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. This person will be responsible for contract and schedule management construction quality site safety and security project financial accountability project deliverables and technical input to program communications and intergovernmental relations during all stages of construction projects. What will I be doing
- Delivers project from initial conception and procurement through commissioning and handovers within scope on budget and on schedule in accordance with good project management and construction practices; ensures compliance with Metrolinx and other related design standards and applicable municipal provincial and federal codes.
- Manages complex project issues and risks facilitates effective conflict resolution communicates with internal and external stakeholders and manages their expectations.
- Manages the efficient delivery of project elements through project activities including preliminary design detailed design preparation of contract documents construction contract management and commissioning activities.
- Monitors objectives related to engineering design standards design review technical specifications document control budget and work breakdown structures project schedules resource prioritization and staffing requirements.
- Ensures that contractors construction plans and schedules are complete workable and in accordance with contract documents; Oversees contractors compliance to contract provisions including monitoring safety quality environmental compliance cost and schedule performance.
- Ensures proper ongoing communication and consultation with external stakeholders particularly the TTC and City of Toronto and elected officials including with agencies utility companies etc. in defining requirements developing project implementation plans and ensuring compliance.
- Achieves program milestones and deliverables that are consistent with quality standards throughout the full project life cycle.
- Prepares and monitors the strategic goals and objectives including engineering reference design review technical performance specifications document control budget and work breakdown structures project schedules resource prioritization and staffing requirements.
- Plans directs and monitors all aspects of the project including financial accountability contract and schedule management contractor adherence to reference designs and performance specifications and support for program communications and intergovernmental relations during all stages of the project. Provides strategic advice to on technical matters
What Skills and Qualifications Do I Need
- Demonstrates progressive experience in capital project management and implementation including experience managing large complex multiyear transit projects preferably elevated stations elevated guideway operating system and related works.
- Elevated Guideway/Bridge or Elevated Stations design or construction experience is an asset.
- University degree in Engineering or Architecture preferably Civil/Architecture/Structural
- Registration as a Professional Engineer (P.Eng. in the Province of Ontario or Architect (O.A.A) in the Province of Ontario isrequired.
- Project Management Professional (PMP) certification is an asset.
- Comprehensive knowledge and experience of construction engineering construction processes and value engineering.
- Project management experience to manage assigned multidisciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to closeout.
- Knowledge of Alternative Finance Procurement/ Alliance/Progressive Design Build delivery method is an asset.
- Knowledge of municipal TTC Metrolinx and other national or international rail and transit standards is an asset.
- Strong project management skills and experience to provide senior leadership and oversight to staff and crossfunctional project teams within budget and schedule restraints and monitor project performance against business objectives.
- Strong problem solving and influencing skills to establish effective working relationships negotiate and deal with a variety of contacts both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority.
- Leadership skills including interpersonal presentation communication negotiation and consensus building and the ability to manage a diverse group of project specialists and consultants to accomplish the goals of the agency within established scopes schedules and budgets.
- Knowledge of Contract Law Construction Liens Act the Occupational Health and Safety Act the Environmental Assessment Act and the requirements of the Professional Engineers Act. Knowledge of Human Resources legislation to monitor and manage employees and contractors including experience in the application of collective agreement provisions.
- A valid Class G drivers license is required.
