Job Description

Introduction

The Department of Information Technology (DoIT) providessupport to state agencies the Executive Office of the Governor the Governorscoordinating offices and a variety of independent agencies within theExecutive Branch.

Striving to provide the highest level of customer serviceto its internal and external customers DoIT supports Marylands agencies andcommissions through its leadership and strategic direction for InformationTechnology and Telecommunications establishing a long range target technologyarchitecture encouraging cross agency collaboration and advocating bestpractices for operations and project management.

Main Purpose of Job

The Service Delivery Manager plays a crucial role indriving the adoption and effective utilization of centralized cybersecurityservices across the organization. This position is responsible for definingadoption criteria documenting service details developing marketing materialstracking adoption rates and demonstrating the value proposition (includingcost savings) of these centralized services to agency stakeholders. The ServiceDelivery Manager collaborates closely with the Cyber Resilience and ISO teamsto ensure alignment with overall cybersecurity strategy and objectives.

Service Definition and Documentation: Developcomprehensive documentation for each centralized cybersecurity serviceincluding:

Service Description and Functionality

Service Level Agreements (SLAs) and Key PerformanceIndicators (KPIs)

Failover and Disaster Recovery Procedures

Staffing Model and Support Structure

Service Roadmap and Future Enhancements

Standard Operating Procedures

Service Tiered Offering Development

Governance Risk and Compliance (GRC) Artifacts

Technical Specifications and Integration Requirements

Adoption Criteria Development: Define clear andmeasurable adoption criteria for each centralized service outlining therequirements and benefits for agencies.

Marketing and Communication: Create compelling marketingmaterials (e.g. presentations brochures FAQs) to promote the adoption ofcentralized cybersecurity services to agency stakeholders. Conductpresentations webinars and other outreach activities to educate agencies onthe value and benefits of these services.

Audit Support: Support artifact creation and utilizationfor internal and external audits pertaining to the centralized cybersecurityservices.

Adoption Tracking and Reporting: Monitor and track theadoption rates of centralized cybersecurity services across agencies. Developregular reports on adoption progress including key metrics and trends.

Cost Savings Analysis: Work with agencies to quantify thecost savings achievable through the adoption of centralized cybersecurityservices. Develop business cases and ROI analyses to demonstrate the valueproposition.

Adoption Timeline Development: Collaborate with the CyberResilience and ISO teams to develop realistic and achievable adoption timelinesfor each centralized service considering agency needs resource availabilityand overall cybersecurity priorities.

Agency Collaboration: Work closely with agencyrepresentatives to understand their specific needs and challenges related tocybersecurity services. Provide guidance and support throughout the adoptionprocess.

Feedback Collection and Service Improvement: Gatherfeedback from agencies on their experience with centralized cybersecurityservices. Use this feedback to identify areas for improvement and enhanceservice delivery.

CrossFunctional Collaboration: Collaborate with otherteams within the cybersecurity organization (e.g. security operationsincident response) to ensure seamless service delivery and integration.

MINIMUM QUALIFICATIONS

Education: Bachelors degree in information technologyBusiness Administration or a related field.

Experience: Three 3 years experience coordinatingdeploying and operating enterprise services with a preference towards cyberservices.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to those who also have thefollowing:

ITIL certification.

Experience in marketing or sales.

Experience working with government agencies or in aregulated environment.

Benefits

Contractual employees who work for an agency and have acurrent employment contract of 30 or more hours a week (or on average 130 hoursper month) will be eligible for subsidized health benefits coverage forthemselves and their dependents. Viewrates on the Department of Budget & Management website State EmployeesHealth Benefits Contractual/Variable rates.

Leave

Paid leave will accrue at a rate of one hour for every 30hours worked.
