The Thurston County Central Services Department located in Olympia Washington is seeking an experiencedCapital Projects Manager Ito manage the design and construction of projects identified in the Central Services Capital Facility Plan. This position is primarily responsible for capital construction projects involving the design repair maintenance renovation replacement and construction of facilities and associated infrastructure owned by Thurston County.
Essential functions may include but are not limited to the following:
- Performs program development working closely with the end users in the development of the project program detailing the scope of work the project schedule and the design requirements.Coordinates activities and progress throughout the project.
- Examines and approves or rejects preliminary designs and finished drawings and specifications.Performs technical calculations researches and determines appropriate design methodologies and effectively implements design solutions.
- Serves as the general contract administration for projects including managing the requests for proposals process purchasing/bidding bid evaluation vendor/contractor recommendation construction inspections progress payments billings job close out and proper file maintenance.Prepares contract documents plans and specifications.
- Coordinates the utilization of architectural engineering and specialty consultants.Manages contracts as needed.
- May coordinate construction activities being performed by the Facilities Maintenance Section.Assures adherence to safety rules regulations procedures and precautions appropriate to work tasks.
- Reviews engineering analysis engineering designs and design documents. Works with designers and contractors and articulates the needs of the county in terms that the designer can translate to design solutions along with improvements clarification or modifications in order to meet industry standards.
- Develops and presents effective and articulate public presentations for community groups citizens Board of County Commissioners appointing authorities and various other stakeholders.Responds to public concerns regarding assigned project.
- Analyzes prepares and presents oral and written summary reports of project status including fiscal information operational and timelines to the Board of County Commissioners appointing authority and stakeholders.Identifies emergent issues and recommends alternative action to resolve problems.
- Serves as the liaison between the projects end users and the contractors to ensure the needs of the users are being met within budget and established contract guidelines as authorized by the Board of County Commissioners.
- Prepares monitors and updates individual project budget summaries tracking changes to the contract documents that may result in change orders negotiates change orders with contractor as necessary and incorporates the associated costs into the budget.Reviews invoices for accuracy and processes payment vouchers.
- May be assigned to work with higher level project manager in a supportive role on larger projects.

WORKING CONDITIONS:
- Work EnvironmentThis position is a combination of office and field work with their individually related work environments. The field work may be performed while climbing ladders and crawling in hardtoreach areas with exposure to dust grease sewage and varying weather conditions. Employees may risk physical hazard from exposure to live electrical wires and machinery. Some work may be performed around jail inmates. Employees will experience exposure to all normal conditions associated with general construction work including building debris moving machinery and equipment overhead work and elevated working conditions.
- ScheduleMonday Friday 8:00 a.m. 5:00 p.m.; Hybrid Teleworking opportunities available.
- Travel RequirementsFrequent travel to meetings and conferences is required some of which may occur during early mornings evenings weekends and possibly on holidays. Incumbents may be required to work extended days and/or nonstandard business hours.
- Customer Interactions Daily interactions via phone inperson and video with Thurston County Staff Contractors and the public.

QUALIFICATIONS:
- Bachelors degree in civil engineering construction management architecture or closely related field or Associates degree in civil engineering construction management architecture engineering support or another closely related field and two years of related project management experience or related experience.Additional experience can be substituted for education on a yearforyear basis.
- Ability to use computers and related software to successfully keep records review plans and perform other essential job functions of the position.
- Must be conversant in the design and construction industry and able to translate and communicate in the form of engineering design and construction documents.
- Ability to communicate effectively due to substantial contact with the public contractors and other County departments is required.
- A valid Washington State Drivers License or have requested and obtained an appropriate accommodation.
DESIRED SKILLS:
- Previous experience with commercial building codes and ability to interpret plans specifications and construction drawings.
- Knowledge of local government procedures and purchasing requirements.
- Exceptional interpersonal skills to establish and maintain effectiveworking relationships with other staff contractors engineering firms the general public and representatives of other agencies.
- Working knowledge of: Construction/Contract Administration; Plans and Specification Development; construction inspection interior space design/utilization commercial building code Public Works law and local government procedures Building Systems/Elements including: Architecture Structural HVAC Electrical Security Water Gas and Sewer.
