Main Purpose of Job
The major responsibility of this role is to develop manage and monitor new and ongoing contracts for children placed with residential treatment and nonresidential foster care service contractors. This role is also in charge of undertaking onsite monitoring activities for Maryland kids placed with outofstate (OOS) contractors. This position requires the incumbent to travel throughout the country.
POSITION DUTIES
- Prepares new contracts revisions and renewals for the acquisition of care contracts and enters contracts and associated programs into the Child Juvenile and Adult Management System (CJAMS) within the prescribed timescales.
- Conducts onsite visits with Maryland children to ensure compliance with Maryland COMAR. Inspect facilities for safety case records staff records record keeping appropriate services and appropriate environment.
- Maintains accurate and complete contract files for each Contractor documenting all interactions decisions findings corrective action plans and followup activities with the Contractor or issues concerning the appropriate youngster placement.
- Consults with private providers and appropriate staff to execute administrative procedures and process contracts.
MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

2. Candidates may substitute graduate level educationat an accredited college or university in a human services related field at the rate of 30 credithours per year for up to two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
