Job Description

The Position


This is a limited continuous filing exam. Next filing cutoffs are at 5:00 pm on:
4/18/2025 5/2/2025 5/16/2025 (final)

Under supervision assists in the development and administration of the health dental and life insurance; deferred compensation; and related programs of the Countys Employment Benefits Office.

Level I $8572.98 $10420.83/month
Level II $9434.25 $11468.34/month

Examples of Knowledge and Abilities

Knowledge of

  • Principles and practices of health and welfare plan administration including claims utilization review cost containment procedures and managed care programs
  • Pertinent group health dental life deferred compensation and other group programs
  • Existing and relevant laws and regulations governing group life insurance health care plans and organizations and various other group benefit and deferred compensation programs
  • County health benefits policies and procedures rules and regulations used in processing health benefits group life dental claims and payments and deferred compensation distributions
  • Accounting and auditing principles and procedures statistical and financial analysis bid preparation solicitation and evaluation
  • Contract preparation negotiation and monitoring
  • Budget preparation and control
  • Basic interviewing and counseling techniques
  • Practical application of computers
  • English grammar punctuation spelling and usage
Ability to
  • Coordinate and administer benefits and/or deferred compensation programs for employees and retirees
  • Read interpret analyze and apply laws ordinances and regulations governing group benefits and deferred compensation
  • Evaluate employee benefit and deferred compensation programs
  • Analyze claims trends in group benefit programs and prepare cost studies
  • Advise management of group benefit and deferred compensation trends
  • Read understand and explain plan documents policies and contracts
  • Prepare and analyze financial and statistical data
  • Evaluate proposed legislation affecting employee benefits
  • Analyze and negotiate insurance policies and fee agreements
  • Negotiate mediate and resolve conflicts
  • Plan and coordinate the processing of forms and the maintenance of records
  • Communicate effectively in oral and written form to individuals and groups at various levels within the organization
  • Effectively represent the department to other departments agencies employees retirees and staff members

Employment Qualifications

Minimum Qualifications

  1. EITHER: One year experience in the class of Personnel Technician within Sacramento County service. The Personnel Technicians primary responsibility and duties would preferably have been related to employee benefits and/or deferred compensation.
    And
    Completion of 60 semester 90 quarter) units from an accredited college or university.

    (Note: An additional 2 two years of experience performing the duties of a Personnel Technician in Sacramento County Service may substitute for the above educational requirement).

  2. OR: Bachelors degree or higher from an accredited college or university in business or public administration human resources management psychology labor relations or a field closely related to the intent of the class.
    And
    One year of professional experience in human resources work preferably in a benefits retirement or deferred compensation office.

  3. OR: Two years fulltime professional experience:

    (A) Engaged in group plan administration involving health insurance or benefit programs in a large public or private group insurance office;
    Or
    (B) Engaged in developing planning coordinating and administering selffunded life health or other insurance programs or deferred compensation programs for a large public or private group insurance office;
    Or
    (C) As a group claims supervisor or major health and/or benefit account services supervisor serving a large organization (e.g. 5000 employees not including dependents).
Note: If the word experience is referenced in the minimum qualifications it means fulltime paid experience unless the minimum qualification states that volunteer experience is acceptable. Parttime paid experience may be accumulated and prorated to meet the total experience requirements.

Probationary Period

The probationary period for this classification isTwelve months 12months.

  • The supplemental questions are designed to elicit specific information regarding a candidates experience education and training. Responses should be consistent with the information on your application and are subject to verification.
  • Please provide place of employment pertinent dates and concise descriptive and detailed information for each question.
  • If a job included responsibilities applicable to several questions separate the different functions of the job to answer all the questions completely.

  • If the Supplemental Questionnaire is used in the Formula Rate exam failure to complete all of the questions or incomplete responses will result in a lower score. While scoring the Supplemental Questionnaire the candidates application and/or attachments will not be reviewed therefore a candidates responses to the questions should be accurate thorough detailed and complete.

FORMULA RATE EXAMINATION (Weighted 100

All candidates meeting the minimum qualifications by the cutoff date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
