SALARY RANGE: $32.62 $53.41 per hour. $67849.60 $111092.80 annually.

ANTICIPATED HIRING RANGE: $32.62 $43.02 per hour. $67849.60 $89481.60 annually Commensurate to experience.

SCHEDULE/REMOTE/HYBRID: This position may involve working a variety of schedules including evenings.Typical schedules are inoffice Monday through Friday. However flexible scheduling may be discussed upon hire and supervisor approval.

RELOCATION: This position is located in Greenwood Village Colorado. Relocation assistance is not provided.

REQUIREMENTS: The minimum requirements for this position are the equivalent to a bachelors degree from an accredited college or university with major course work in civil engineering environmental engineering traffic engineering or a related engineering field and possession of a valid drivers license issued by the State of Colorado and a driving record satisfactory to obtain coverage by the Citys insurance carrier.Requires shift weekend or offhour/day work; may receive calls on a 24hour basis and may be required to appear onsite as a result of an emergency situation during offduty hours.

The City of Greenwood Village welcomes your application for the Project Manager I Roads position within our Public Works Department. The purpose of this position is to provide engineering expertise in the general areas of transportation drainage parks and construction; to conduct engineering studies and transportation plans; and to serve as project manager on capital improvement projects to ensure safe clean functional aesthetically pleasing and environmentally wellmaintained infrastructure throughout the Village. The ideal candidate will possess an interest in or have a background in pavement management planning materials modelling and construction processes experience in or understanding of concrete asphalt and utility construction the ability to read and interpret bridge plans and an understanding of or ability to learn municipal government processes. The principal responsibility of this position will be to implement the Citys annual pavement management plan execute other roadway and trail related capital projects and to review the impacts of internal and external projects on the roadway infrastructure.

As a municipal organization Greenwood Village is a provider of emergency services. Some emergency situations including weatherrelated emergencies may necessitate Greenwood Village employees to assist in areas of work that may not be directly related to the employees specific job function but which will be within the physical capabilities training and skills of the employee.

Distinguishing Characteristics:

Project Manager I is the entry level class in the Professional Engineering series. This class is distinguished from Project Manager II by the performance of the less complex professional engineering functions. Since this class is typically an entry level class employees may have limited or no directly related work experience.

Essential Functions:

A. Civil Engineering Functions

  • Conducts engineering studies on assigned projects; performs civil engineering cost analyses; prepares and/or reviews the adequacy and accuracy of computations preliminary layouts and design work from field and survey data.
  • Performs engineering design work including researching data and determining design criteria in accordance with required standards and codes; prepares calculations sketches plans specifications and estimates; develops designs either manually or using computer equipment.
  • Reviews engineering and architectural drawings which involve drainage roads utilities and traffic control devices.
  • Prepares engineering plans charts and graphs from rough design sketches and field notes obtained from engineering surveys.
  • Collaborates and confers with engineers architects and contractors; provides information on City policies and procedures related to engineering; presents engineering analysis of technical issues to the public City Council and commissions.
  • Performs field inspections to verify the accuracy of construction improvements.
  • Manages contracts or projects by providing guidance and problem resolution; ensures proper field changes by reviewing field reports on installations for conformance to contracts approved plans agency regulations and engineering and construction principles and standards; monitors schedules and contract change orders costs and regulatory compliance.

B. Project Manager on Capital Improvement Projects

    • Manage and administer capital improvement projects from design to completion; prepares designs and specifications; reviews the work of consultants and contractors; ensures compliance with specifications; recommends modifications; recommends and approves processing of payments.
    • Reviews and approves design prepares requests for proposals takes bids for construction and recommends award of work based on City policies and procedures.
    • Prepares contract documents.
    • Initiates changes orders if necessary to ensure intent of project is met.
    • Performs inspection and/or directs staff in the inspection of construction projects to ensure that public improvements conform to City codes and approved plans.
    • Assists in developing and administering a program budget.
    • Assists in developing and implementing program procedures and goals; develops Capital Improvement Program projects.
    • Prepares proposals; reviews and manages contracts; recommends consultant selection; negotiates consultant fees.
    • Works with citizens to develop project scopes; meets with citizens to gain project feedback and hear concerns; prepares and manages the development of public meeting materials;presents projects at public meetings; presents projects and program item to City Council and Commissions.
    • Manages CIP Project development and budget from project conception scoping estimating and Council and public approval.
    • Coordinates CIP Project activities such as obtaining external funding design construction contract preparation intergovernmental agreements and public involvement with other agencies such as municipalities and counties Urban Drainage and Flood control District Denver Regional Council of Governments utility providers and Special Districts.

    C. Environmental/Drainage Engineering Functions

    • Ensure water quality and adequacy of drainage facilities in accordance with Federal state and local regulations including the Environmental Protection Agency (EPA) and the Colorado Department of Public Health and Environment (CDPHE) Water Quality Control Division.
    • Review City improvement and private development plans and drainage reports to ensure conformance with the Greenwood Village Drainage Criteria Manual.
    • Provide engineering support on a variety of drainage engineering projects research and evaluate data review plans prepare designs and specifications make technical recommendations to higher level staff.

    D. Roadway Engineering Functions

    • Develops specifications cost estimates and project scope for construction contracts bid by the Village including pavement reconstruction and rehabilitation pavement preservation trails rehabilitation and other Village maintenance contracts.
    • Oversees the inventory and rating of infrastructure for networklevel analysis as well as project specific scoping.     E. Traffic Engineering Functions

    • Conducts a variety of engineering traffic studies; conducts radar speed surveys; analyzes and evaluates traffic accident data; maintains traffic counts; prioritizes traffic circulation system improvements.
    • Reviews City street improvement plans; assures proper signing and street striping.
    • Provides engineering support on a variety of traffic engineering projects; researches and evaluates data; reviews plans; prepares designs and specifications; makes technical recommendations to higher level staff.

    F. Parks Engineering Functions

    • Assists in managing the groundwater well and irrigation water rights reports to the State and partnering metro districts.
    • Prepares inhouse designs necessary for park operations including AutoCAD drafting for projects such as new retaining walls irrigation and well adjustments and trail modifications.
    • Coordinates with departmental staff on a variety of parkrelated needs including civil details for park facility replacements and renovations.

    G. Supervisory Responsibilities

    • Plans and directs the work activities of assigned personnel; prioritizes and coordinates work assignments; reviews work for accuracy.
    • Establishes reviews and modifies as necessary work schedules; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
    • Meets daily with personnel to review schedules; identifies and prioritizes daily activities; reviews progress and status of existing projects or assignments.
    • Participates in the selection of assigned personnel; provides and coordinates staff training and development; conducts performance assessments of assigned personnel; coaches and mentors employees to top performance.

    H. Miscellaneous Administrative Functions

    • Makes recommendations to higher level staff including the City Manager other Departments Commissions and the City Council on engineering related matters.
    • Attends and participates in professional group meetings; stays abreast of trends and innovations in civil or traffic engineering.
    • Provides assistance to citizen requests complaints and inquiries concerning various traffic drainage and engineering related matters.
    • Performs other duties as assigned.

    Position Requirements:

    • Perform technical research and solve engineering problems.
    • Under direction of supervisor develop review and modify civil environmental or traffic engineering plans designs and specifications.
    • Operate computer engineering systems.
    • Communicate clearly and concisely both orally and in writing.
    • Establish and maintain cooperative working relationships with those contacted in the course of work.
    • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
    • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

    Experience and Training:

    • Experience: None required.
    • Training: Equivalent to a bachelors degree from an accredited college or university with major course work in civil engineering transportation engineering or a related field.

    Certificates or Licenses:

    Possession of a valid drivers license issued by the State of Colorado and a driving record satisfactory to obtain coverage by the Citys insurance carrier.

    Field Work:

    Fieldwork may involve hazardous situations including traffic areas bridge structures falling materials fumes confined spaces and drainage ways. Must be physically capable of safely moving about on construction sites. Job requires occasional physical effort requiring lifting objects weighing over 50 pounds.
