MDH Medicaid Provider Services Provider Enrollment

Main Purpose of Job

This position will be responsible for managing the Division of ProviderEnrollment Moderate Risk Site Visit Compliance within the Medicaid Office ofProvider Services for the Maryland Medicaid Program. The position requiresclear and concise knowledge of both Federal and State laws. This position will monitor continuouslyreleased and changing Federal guidance on provider enrollment and screeningrequirements (e.g. new Community Settings requirements) and coordinate datafile transfers with the federal government. This position must haveknowledge of various regulations regarding safety of clients under care by entitieslicensed by the Medicaid Office of Healthcare Financing. This position requiresthe ability to work closely with the Deputy Director of Provider Enrollment and theDirector of Medicaid Provider Services.

Additionally this position is responsible foroverseeing and conducting federal requirements for the Fingerprint Based Criminal Background Checks (FCBCs) for federally designated high risk providers. Thisposition will be required to review and approve detailed comprehensive reports ofall assigned site visits. This position will frequently be responsible for providing guidance tohealth investigators on a regular basis. This position will be involved in thedevelopment and implementation of the new Provider Management Module toidentify and address the needs of the Moderate Risk Provider ComplianceDivision and will work with Lead Provider Enrollment Analysts to develop theseworkflows. This position liaisons with CMS BFL to ensure all federalrequirements are met. Including attendance at monthly all State meetings the work involves the supervision of the seven staff responsible for conductingMedicaid Site Visits and may also involve directing support staff or having leadresponsibility for assigned tasks among other compliance programs.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearforyear basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience crafting policy SOPs and correspondence.
  • Experience performing analyses and solving problems.
  • Experience gathering information to complete projects.
  • Experience implementing programs that are consistent with the goals and objectives of the Program.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
