State 911 Enterprise Coordinator
IT Architecture Senior Specialist
Camp Murray WA

This recruitment has been reopened on a continuous basis. Application screening will begin February 24 2025 and will be ongoing until the position is filled.

This position reports to the Deputy State 911 Coordinator and is the designated subject matter expert for all locationrelated and geographic information system aspects of the statewide 911 emergency communications system. This position provides subject matter expertise in all aspects of location determination geospatial and geographic information systems technology to the Washington State 911 community including local county state tribal and federal 911 community members as well as commercial providers. In addition this position provides backup subject matter expertise in geographical information systems and information systems security.

Duties


Responsibilities include:

Serves as the technical subject matter expert for location determination geospatial data and geographic information system matters pertaining to statewide 911 calling.


Responsible for close monitoring oversight and project management for the transition and implementation of location determination technologies associated with next generation 911 systems.

Performs complex specialized GIS work related to statewide 911 calling and emergency management.
  • Develops documentation to assist and familiarize the 911 GIS User community with the products terminology systems and applications related to 911 location determination functions.
Serves in the State Emergency Operations Center (SEOC) or Joint Field Office / Area Field Office (JFO/AFO) in support of an activation for an incident or event.

Qualifications


REQUIRED QUALIFICATIONS

Seven years of consultative administrative or supervisory experience in IT analysis systems maintenance and/or troubleshooting/problem resolution; or analyzing designing or programming computer system applications or databases.

College level education in Geographic Information Systems (GIS) computer science geography or related field will substitute for experience on a one year of experience is equivalent to two years of education.

DESIRED QUALIFICATIONS

Education:

Experience:
  • Five years of professional GIS experience which includes at least two of the following:
  • Utilizing ESRI software and Geographical Information Systems databases (within the last five years).
  • Consulting analyzing designing programming installing and/or maintaining GIS systems applications hardware or network infrastructure.
  • Directing GIS projects.
  • Providing customer or technical support to GIS users.
  • GIS analysis management and/or problem solving/resolution.
  • Working in a GIS telecommunications or computer environment (Network and/or Service Provider).
  • Working in a 911 environment (PSAP or First Responder).
Certifications:
  • GISP Geographic Information Systems Professional.
  • Project Management Certification from Project Management Institute or similar recognized organization.
Knowledge of:
  • Global Positioning Systems concepts and commonly used Global Positioning System equipment.
  • Digital OrthoPhotography and other related datasets.
  • Geospatial Call Routing for 911.
Skills and Abilities to:
  • Design install maintain and manage GIS telecommunications data communications equipment/security equipment (i.e. telephone switching systems hardware and software routers switches backup systems and networks).
  • Identify analyze and resolve complex GIS related service issues of hardware software applications and networks.
  • Provide expert and specialized analysis design development maintenance and troubleshooting for the 911 Enterprise Geospatial Systems hardware and software technologies.

CONDITIONS OF EMPLOYMENT


Background Investigation:Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months postemployment. Failure to successfully pass a background check may be cause for termination.

Drivers License:

  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility:Willingness to work on a Military Controlled Access Installation.

Work Hours:A choice between a Tuesday through Friday 4/10 schedule): Monday through Thursday 4/10 schedule): or Monday through Friday 5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm.

Telework:This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating inperson meetings will be needed.

Emergency Assignment:Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO) incumbent may be required to work in an alternate location with rotating shifts including weekends and evenings in a highly stressful and fastpaced environment.

Travel:Occasional statewide travel may be required up to 10 to include overnight stays.
