Main Purpose of Job
This position is responsible for providing program and system training to the Department of Human Services (DHS) personnel including but not limited to the Family Investment Administration (FIA) employees vendors and key stakeholders. The Policy Trainer will have proficient knowledge and experience in the following FIA programs; Supplemental Nutrition Assistance Program (SNAP) Temporary Assistance for Needy Families (TANF) Temporary Disability Assistance Program (TDAP) and Public Assistance to Adults (PAA). The incumbent will have some knowledge of the eligibility rules associated with Modified Adjusted Gross Income (MAGI) Medical Assistance and NonMAGI Medical Assistance. The incumbent will have proficient knowledge in computer and webbased eligibility software like FIAs Eligibility and Enrollment (E&E) system.
POSITION DUTIES
- Delivers statewide training for DHS employees key stakeholders and vendors to provide program system and policy instruction that meets the needs of the organization.
- Develops writes and prepares FIA Program Training materials.
- Creates and administers FIA training evaluations to ensure instructional effectiveness and determine the impact of training on employee skills and key performance indicators.
- Serves as a training liaison for FIA programs and provides technical assistance on FIA programs and procedures.
MINIMUM QUALIFICATIONS

Experience: Seven years of experience three years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.
Notes:
1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and three years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations for the required experience.
2.Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six yearsof the required experience.
3.Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a yearforyear basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.
One year of experience working in a Family Investment program.
One year of experience using computer software such as Microsoft Word and Excel or Google Docs and Sheets.
One year of supervisory experience.
One year of experience creating slideshows using software such as Microsoft PowerPoint or Google Slides.
