Job Description
POSITION SUMMARY:
The Emergency Management Program Manager is responsible for the administration strategic planning operations and development of emergency management programs across the Boston Medical Center Health System (BMCHS). This role requires an experienced professional with broad expertise in emergency management public health and hospital administration ensuring regulatory compliance disaster preparedness response coordination and continuity of operations.
Reporting to the Director of Emergency Management the Program Manager collaborates with clinical and nonclinical leadership across Boston Medical Centers (BMCs) ambulatory and operational sectors to implement emergency preparedness strategies and maintain enterprisewide resilience. The Program Manager will also lead interdisciplinary teams develop policies and tactical procedures and coordinate with external agencies to enhance BMCs emergency response capabilities.

ESSENTIAL RESPONSIBILITIES / DUTIES:
Program Implementation and Emergency Preparedness
- Lead interdisciplinary teams to execute integrated emergency management planning training and exercises.
- Develop and author operationallevel emergency response plans and tactical procedures for enterprise resilience.
- Conduct strategic risk reviews with key stakeholders maintaining Hazard Vulnerability Analyses (HVA) and the Emergency Operations Plan (EOP).
- Ensure regulatory compliance with Joint Commission CARF CMS MEMA COBTH FEMA DHS and other agencies.
- Coordinate and oversee the procurement maintenance and deployment of emergency management equipment.
- Assist in the management of grantfunded programs including financial planning compliance reporting and proposal development.
- Serve as a key emergency management leader during incidents disasters and activations.
- Represent BMC at city state and federal emergency management meetings and regulatory audits.
Personnel & Team Leadership
- Supervise mentor and manage emergency management staff graduate interns and residents rotating through the department as required.
- Selfmotivated and proactive with the ability to work independently take initiative and drive projects to completion with minimal supervision.
- Conduct staff training after action reports and development programs to enhance readiness.
- Promote a culture of excellence ensuring team members remain aligned with BMCHS mission and emergency preparedness goals.
Collaboration & Stakeholder Engagement
- Build and maintain strong professional relationships across BMC and BMCHS departments facilities and external agencies.
- Engage in community outreach and professional networking to enhance emergency preparedness initiatives.
- Work closely with hospital leadership public health organizations and emergency response agencies to improve disaster response and coordination efforts.
Operational & Administrative Responsibilities
- Manage data collection documentation and reporting related to emergency preparedness initiatives.

- CoFacilitate weekly staff meetings reviewing program effectiveness staff needs and regulatory updates.
- CoFacilitate BMCHS Emergency Management Committee coordination meetings and organizing committee work.
Other Requirements
- Oncall availability to lead emergency management response activities including nights and weekends as needed.
- Ability to conduct emergency preparedness training and lead realtime crisis response efforts.
JOB REQUIREMENTS
Education
- Bachelors Degree (Masters preferred) in Emergency Management Healthcare Administration Public Health Occupational Health & Safety or related field.
Experience
- 46 years of relevant experience in emergency management public health hospital administration or emergency services with at least 3 years in a leadership role preferred.
Skills & Competencies
- Strong leadership and team coordination abilities.
- Expertise in emergency planning regulatory compliance and hospital operations.
- Excellent oral and written communication skills for reports grants and stakeholder engagement.
- Experience in grant management training team building and program development.
- Proficiency in Microsoft Office Suite webbased reporting systems and emergency management technologies.
- Knowledge of multiagency coordination disaster response frameworks and hospital emergency preparedness protocols.
