We are a leading national consulting firm that provides compassionate fullspectrum emergency management services including planning and preparedness response recovery and mitigation services to the public and private sectors before during and after a natural disaster or catastrophic event.

Our mission is to provide compassionate consulting services to local state federal and industry clients active in disaster response recovery and preparedness. We will be on time on target and on budget with the services aligned to the evolving threats and hazards facing our nation.

The position will be guided by ACDCs Corporate Values Platform in all activities.

Position Summary:

  • Job Title: Senior Financial Manager
  • Full Time or Part Time: Full Time
  • Temporary/Seasonal/Regular: Temporary (estimated one year)
  • Compensation: $40$45/hour
  • Travel/Location: Must be able to be in office in Houston TX 3 days per week. No travel costs or relocation provided.

Mission of Role/Position Summary:

AC Disaster Consulting is seeking a seasoned financial management or senior accounting professional to work in Houston Texas supporting postdisaster infrastructure efforts in Texas. Candidates should have direct experience in business finance and/or business accounting. Experience working directly with governmental entities and/or with federal grant programs is preferred but not required.

Job responsibilities may also include developing and reviewing financial processes and written materials providing technical assistance and working directly with the inhouse team client and program vendors to provide accounting and financerelated advisory services.

Tasks Duties and Responsibilities:

  • Manages professionallevel accounting functions and the preparation of reports including earnings profits/losses cash balances and cost accounting. May assign and review and/or approve the work of other staff members.
  • May supervise staff who perform a variety of routine tasks including reconciling bank accounts posting to and balancing ledgers processing payroll preparing draft invoices budget transfers tracking and reporting on expenditures and assisting in the maintenance of accounting records and other related tasks.
  • Oversees financial data analysis and routine report development for agencywide and programlevel financial operations.
  • Coordinate development and/or recommend modifications of programrelated financial policies guidelines standard operating procedures and checklists for local and federally funded programs.
  • Provide attention to detail regarding financial and technical aspects of program management including review of program forms financial documents payment requests service provider invoices progress reports contract amendments etc.
  • Serve as liaison between the company external client vendors and/or other stakeholders as necessary.
  • Assist with problemsolving including identification of potential issues and proposing solutions to the client.
  • Review and interpret government publications and regulations as they pertain to sound financial management practices and grant management as applicable.
  • Interact effectively with governmental clients contractors and staff members in meetings and through written memos emails formal letters video conferencing and telephone conversations.
  • Provide QA/QC for timesheets financial draw requests and/or routine milestone and expenditure reporting.
  • Anticipate demands and assist with recommend or direct realignment priorities as needed.
  • Update and maintain program budget and status tracking and document filing systems including working in multiple systems.

Knowledge Skills and Abilities:

  • Excellent verbal interpersonal and written communication skills.
  • Ability to effectively organize and communicate with various types of stakeholders using standard technologies such as email videoconference and calendar software.
  • Ability to effectively explain complex financial aspects in a clear and easytocomprehend manner.
  • Strong analytical problemsolving and decisionmaking capabilities.
  • Team player with the ability to work in a fastpaced environment.
  • Proficiency in MS Office Applications (Word Excel).

Supervisory Responsibilities:

Position may have lead responsibilities within projects or small teams depending on function with senior level support.

Expected Hours of Work:

Schedule may vary. Work on evenings and weekends may be required. Dependability and punctuality are paramount.

Travel Requirements:

  • Some travel may be expected for this position.
  • Must be willing to travel and deploy to client sites for extended periods of time if requested.

Physical Demands:

  • Mobility required onsite with clients.
  • Sitting or standing for hours at a time.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to lift up to 25 lbs. repetitively throughout the day and as needed.

Working Environment:

  • Emergency management personnel may work in an office or home environment or be deployed to the field which may require working outdoors in adverse weather conditions.
  • Work may be onsite with clients ex: EOC hospital debris sites or local government buildings.
  • All AC Disaster Consulting (ACDC) positions are remote work site positions with the home location agreed upon at time of hire.
  • If the remote work site locations change ACDC Human Resources must be made aware and leadership needs to approve any site changes for business registration and payroll tax purposes.


Requirements

Experience/Education Required:

  • Bachelors degree in accounting Business Finance Management or a related discipline is required. Years of experience may substitute for the education requirement on a year for year basis in addition to the minimum requirements.
  • 57 years of direct experience in business accounting or finance.
  • 3 years project management and leadership experience.
  • Experience in mentoring providing technical assistance and advisory support to others.

Experience/Education Preferred:

  • A Certified Public Accountant (CPA) is preferred.
  • 5 years project and leadership experience.
  • Experience with PeopleSoft.
  • Experience with Uniform Administrative Guidance and experience overseeing federal grant programs ant the state or local level is preferred.

Additional Qualifications:

  • Must be 18 years of age or older.
  • Eligibility to work in the United States without employer sponsored visa is required. We are not able to employ those located outside of the US.
  • Must pass company and any applicable client background check and reference check upon offer of employment.
