Job Description

ICF is seeking a dynamic and innovative Senior Capture Director to support our Digital Modernization Division. As a key member of the growth team this highly visible role will work closely with ICFs most senior leaders to develop strategy and drive business growth for the divisions largest and most strategic opportunities.
This role is centered on understanding market trends technical direction and customer priorities then translating that intelligence into compelling capture strategies and winning proposals. The ideal candidate will leverage ICFs deep mission understanding and expertise in Digital Modernization Services to drive successful outcomes.
The Senior Capture Director must have a proven track record of full lifecycle capture success within federal agencies including multiple strategic wins where they have developed and executed highimpact capture strategies.
This position is based in the Washington DC area and follows a hybrid work model requiring a minimum of two days per week in ICFs Reston VA office.
Key Responsibilities:
Lead capture strategy development solution positioning competitive differentiation strategic pricing and customer engagement planning.
Oversee customer contact and positioning teaming strategies and collaboration with internal business development teams.
Drive growth by expanding capabilities in CloudNative Application Development PlatformasaService (PaaS) and Business Process Modernization.
Ensure strategic alignment with evolving federal agency needs and acquisition trends.
Manage the capture process from opportunity identification and qualification through proposal development and award.
Required Qualifications:
8 years of experience in capture management.
Proven track record of winning prime RFPs valued at $100M and singleaward task orders/contracts of $50M.
5 years of experience working across the full capture lifecycle including expertise in pricingtowin strategies.
3 years of experience in pivot selling expanding capabilities in CloudNative Application Development PaaS and Business Process Modernization.
Experience capturing complex federal acquisitions including those managed by GSA FEDSIM.
Strong background in executing Shipleybased capture processes at a large systems integrator.
Demonstrated ability to lead and execute disciplined highvalue capture efforts focused on IT modernization.
Experience supporting Federal Civilian agencies and successfully winning business across multiple customer domains.
Deep understanding of the Federal Acquisition Regulations (FAR) and effective RFP shaping strategies.
Ability to obtain a Public Trust clearance.
Bachelors degree required.
