Minimum Qualifications
Knowledge Skills and Abilities
Knowledge of: Engineering principles programs procedures practices forms and techniques pertinent to functions of the section supervised; the principles of supervision; materials practices and methods employed in Transportation Engineering of streets trails and other City operated facilities laws and regulations governing Transportation Engineering; and budgeting as practiced in public agencies.
Skill in: The application of engineering principles; preparation and presentation of clear and concise written and verbal reports and the ability to deal effectively with engineers developers contractors property owners and the general public.
Ability to: Communicate and collaborate effectively (both written and oral) with all levels of City organization including City Leadership Team City Council City staff residents and other stakeholders. Manage and lead multidisciplinary teams of internal City staff and/or consultant teams to meet the needs of the community and project implementation. Work in a standard office setting with extensive use of written documents computers and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader.
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
Education/Experience
Any combination of education and/or experience that has provided the knowledge skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge skills and abilities would be education and/or experience equivalent to graduation from an accredited college or university with a Bachelors degree in Civil engineering and five years of professional Transportation engineering experience at the fully qualified working level.
Licenses/Certificates/Special Requirements
Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers required. Dual registration is highly desirable. This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Drivers License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment. This classification requires the ability to travel independently within and outside of City limits.
