Position Information



Transform Honolulus Public Spaces: Lead as the Chief of Facilities Division

The Department of Design and Construction (DDC) is looking for aChief of Facilities Division in Honolulu. Under the general direction of the DDC Director and Deputy Director this position administers and directs the activities of the Facilities Division in planning and budgeting for operations and capital improvements and the design and construction of public structures and buildings park and recreational facilities and space planning renovation/restoration/redesign of all grounds.

Duties include but are not limited to:
  • Administering and directing through subordinate administrative and supervisory personnel the planning design and construction of public structures and buildings parks and recreational facilities and space planning renovation/restoration/redesign of all grounds.
    • Developing reviewing and approving technical policies procedures and guidelines for the development of projects.
    • Administering and directing the conduct of feasibility engineering and cost studies for the formulation of the public buildings Capital Improvement Program.
    • Administering the updating and implementation of master plans for all public structures and buildings park and recreational facilities and space planning renovation/restoration/redesign of all grounds.
    • Directing the public facilities construction program and the inspection of construction work in progress to ensure compliance with plans specifications and contractual provisions. Directs the conduct of final inspections and recommends acceptance of completed projects.
    • Administering overseeing and approving the of architectural and engineering contracts and reviews and approves working drawings and specifications including architectural civil engineering structural engineering mechanical and electrical engineering drawings for compliance requirements.
    • Reviewing and/or approving project assignments project schedules progress of projects and status reports.
    • Initiating monitoring and approving Consultant selection and contracting processes.
    • Reviewing and approving general plan amendments and various permit applications.
    • Recommending approval of change orders and payments to contractors.
    • Reviewing and approving construction bid processing contract procedures and construction projects.
  • Reviewing and approving personnel needs for the equipment and training for the Division.
  • Reviewing coordinating and approving personnel matters including the selection promotion and discipline of employees.
  • Reviewing approving and formulating the implementation of office policies and procedures.
  • Reviewing approving and supervising the preparation of the Divisions operating and CIP budgets.
  • Preparing reviewing and approving employee performance evaluations for all subordinates in compliance with City procedures.
  • Developing reviewing and approving recommendations for organizational and staffing requirements for improvements of the Division and for training requirements needed for the professional growth of the staff.
  • Preparing various Divisional and Departmental reports.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a noncitizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionallyaccredited four year college or university with a bachelors degree in an engineering specialty (civil structural mechanical electrical) architecture or landscape architecture.

Education obtained outside of the United States must be comparable to a degree earned at a regionallyaccredited college/university in the United States. In order to receive credit for the education a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.

EXPERIENCE REQUIREMENT:
Five years of registered professional civil structural electrical or mechanical engineering architectural or landscape architectural experience including or supplemented by three years ofadministrative engineering/architectural experience.

Such experience must demonstrate knowledge of: the principles and practices of administration/supervision organization and management; theories and practices of civil engineering and architecture; methods and principles of structural detailing and design; building construction inspection and maintenance principles and practices; legal requirements of building plumbing and electrical codes; methods and practices used in the preparation of specifications estimates and contracts; standard sources of architectural and engineering information; public relations; report writing; and the ability to: plan organize direct and coordinate divisional programs and activities; formulate policies and procedures; make sound decisions and recommendations; direct the conduct of feasibility engineering and cost studies; oversee the preparation review and approval of technical drawings designs and reports; prepare clear and concise reports and correspondence; deal effectively with other governmental agencies and the general public.

LICENSE REQUIREMENT:
1. Current State of Hawaii registration as a professional civil structural electrical or mechanicalengineer professional architect ORprofessional landscape architect.

Applicants with an outofstate Professional Civil Structural Electrical or Mechanical Engineer license Professional Architect license OR Professional Landscape Architect license must obtain the Hawaii license prior to appointment.
