Human Resources Manager

Hybrid (Onsite T W TH)@Orchard is supporting a growing federal contractor in their search for a skilled Human Resource Manager. As the Human Resources Manager you will be responsible for the overall administration coordination and evaluation of the human resource function including employee relations payroll and benefits training and recruitment. Essential Duties:
- Develops and administers various human resources plans and procedures for all company personnel.
- Plans organizes and controls all activities of the department. Participates in developing department goals objectives and systems.
- Manages internal and external auditors as needed.
- Coordinates recruitment efforts for all exempt and nonexempt personnel; conducts new employee orientations; monitors careerpath programs employee relations counseling outplacement counseling and exit interviews; writes and places advertisements.
- Implements and annually updates compensation program; conducts annual salary surveys and develops salary budget; analyzes compensation.
- Ensures planning monitoring and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors; provides leadership for problem resolution to facilitate faster improvements and improved working relations.
- Develops recommends and implements personnel policies and procedures; prepares and maintains employee handbook; rewrites job descriptions as needed.
- Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding or recommending benefits contracts; designing and conducting educational programs on benefits programs.
- Develops and maintains affirmative action program; EEO required forms filing; maintains records reports and logs to conform to EEO regulations.
- Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
- Establishes and maintains department records and reports; maintains companys organization charts and employee directory.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
- Participates in administrative staff meetings and attends other meetings such as seminars.
- Assists in the development of the strategic plan; understands corporate business plan and sets goals for the department to ensure that plans goals are met; clearly communicates goals to the departments staff and measures departments success in meeting such goals; recommends new approaches policies and procedures to effect continual improvements in efficiency of department and services performed.
- Increases managements effectiveness by recruiting selecting orienting training coaching counseling and disciplining the department staff; communicating values strategies and objectives; assigning accountabilities; planning monitoring and appraising job results; developing incentives; developing a climate for offering information and opinions; providing educational opportunities.
- Daily supervision of administrative personnel; guides staff by coordinating activities and answering questions.
- Determines departments head count needs and ensures compliance with company policies.
- Builds company image by collaborating with customers government community organizations and employees enforcing ethical business practices.
- Maintains quality service by establishing and enforcing organization standards.
- Performs other related duties as required and assigned.
Required Skills and Experience:
- Solid working knowledge of HR related laws and regulations
- Demonstrated knowledge of Human resources practice areas of recruitment compensation performance benefits safety and employee relations

- Strong strategic planning and tactical abilities including strong organization skills is required.

- Computer proficiency in Microsoft Office applications
- Keep up with current trends and changes of HR regulations
- Ability to manage multiple priorities
- Ability to identify and handle priority and/or sensitive issues with discretion and a commitment to confidentiality
- Travel within the continental United States as well as other countries may be expected

Education and Experience
- Bachelors Degree in Human Resources Industrial Relations or related field or minimum 10 years of experience in Human Resource field.
- A minimum of 5 years of HR Management experience and 5 years of experience as a HR Generalist or Specialist is required
- Experience with Federal and State employment regulations including Affirmative Action SCA FLSA ADA FMLA EEO required.
- Experience with HRIS (Human Resources Information System) or other related mainframe systems required
