Description

The WA Cares Fund (WCF) is a firstinthenation social insurance program created by the Legislature to provide affordable longterm care insurance coverage to all working Washingtonians. This program is one of the latest examples of why Washington State is a national leader in longterm care policy. Our team is the first point of contact for the program and we are responsible for helping Washingtonians understand this new benefit.


WCF is seeking a Beneficiary Appeals Program manager to join our dynamic team in the Aging and LongTerm Support Administration (ALTSA). At ALTSA we champion choice independence and safety for seniors and people with disabilities. Our mission is to provide quality services that empower people to live with dignity and control over their lives.


This opportunity will be flexible hybrid remote work anywhere from Washington may have to travel occasionally based on business needs and the official duty station is in Lacey WA.


In this role you will establish the rules policies and procedures for beneficiaries to appeal determinations made by WCF and implement a statewide program for the appeal process. You will support regional staff in setting a consistent statewide standard for appeals while leading longrange planning and development of our appeals program. You will work closely with WCF leadership and various stakeholders including state agencies and partners to ensure the appeals process follows all state standards and legal requirements and will serve as our subject matter expert for beneficiary appeals.


The Beneficiary Appeals Program Manager is crucial to ensuring individuals receiving services from WCF have a fair and consistent process to appeal our decisions.


What You Will Do:

  • Establish and Implement the Appeals Program: You will create and maintain a system for people to appeal decisions made by the WA Cares Fund regarding their benefits. This involves setting up rules procedures and systems to ensure the process is consistent across the state.
  • Coordination and Collaboration: You will work closely with other state agencies such as the Health Care Authority Employment Security Department and the Office of Administrative Hearings as well as external partners like the Area Agencies on Aging to develop and manage the appeals process effectively. You will establish and monitor required contracts and agreements and consult with the Attorney General and other subject matter experts to determine appropriate actions.
  • Training and Support: You will provide training to regional staff and other stakeholders on how the appeals process works and ensure everyone involved understands their role and their responsibilities.
  • Policy Development and Compliance: You will establish policies and procedures for handling appeals ensuring they comply with laws and regulations. This includes monitoring and updating these policies as needed to reflect changes or improvements.
  • Data Management and Analysis: You will oversee the tracking and maintenance of appeal records and data recommend changes to the application systems retention of records and other supports required to maintain the statewide WCF beneficiary appeals program. This involves analyzing trends in appeals to identify areas for improvement and providing reports to decisionmakers.


Who Should Apply

  • 10 years of professional experience working in a professional capacity within a longterm care setting developing and implementing policy or managing appeals.
  • OR
  • A bachelors degree in public administration political science social/human services or related discipline; AND 6 years of experience working in a professional capacity within a longterm care setting developing and implementing policy or managing appeals.
  • OR
  • Juris Doctorate or A masters degree in public administration political science or related discipline; AND 3 years of experience working in a professional capacity within a longterm care setting developing and implementing policy or managing appeals.


Preferred/desired education experience and competencies:

  • Legal education during the completion of a degree or a Juris Doctorate.
  • Experience implementing an appeals program or significant knowledge of requirements.
  • Project Management or Program Management.
  • Experience with appeals or similar work in a social service setting.
