Job Description

Job Announcement

Works within the Division of Public Assistance & Employment Services (PAES) as a Human Service Worker IV (HSW IV) eligibility supervisor. As an agency DFS is committed to strengthening the wellbeing of its diverse community by protecting and improving the lives of all children adults and families through assistance partnership advocacy outreach and quality services.

Performs advanced level professional duties and supervises a group of caseworkers providing initial and ongoing eligibility determination for public assistance services to residents. Works as a member of the management team with other supervisors to ensure that public assistance services to residents are delivered consistently across all four office locations. Recommends staff allocation assignments to meet peak ongoing and workload demands. Monitors and assures efficient effective coordination of services provided to recipients and identifies service delivery gaps and takes action to improve operations. Develops and administers consistent policies procedures and best practices to ensure compliance with federal state and local regulations for public assistance services. Analyzes comprehensive data reports and spreadsheets to monitor compliance. Uses automated technology to document obtain and verify information and to generate reports. A thorough knowledge of federal state and local laws policies and procedures governing public assistance programs such as Medicaid TANF and SNAP and the ability to apply them correctly.

Note: Current opening filled from this job announcement is in the Alexandria office. However this list may be used to fill future positions in the departments offices located in Annandale Fairfax Reston or Alexandria offices. Hybrid telework schedule is optional after the first 30 days of employment.

Illustrative Duties

As a member of the management team collaborates with other supervisors and managers to ensure that staff the community and other human service providers work together to provide a holistic program of services;
Provides daytoday guidance direction and mentoring to a group of professional staff on case related issues policies and procedures agency initiatives and professional development;
Plans caseloads assigns cases and reviews case records;
Ensures all program timeframes and performance outcomes are met;
Communicates performance expectations and monitors performance and accomplishments of staff and overall unit against the goals and objectives of the program;
Regularly conducts individual conferences with staff to discuss specific case problems and monitors casework progress;
Identifies crisis situations and provides crisis intervention as needed to address difficult or dangerous situations;
Interviews job applicants and makes recommendations for hiring;
Prepares and conducts formal and informal performance evaluations in a timely manner;
Handles performance and discipline issues in a timely manner and in accordance with County personnel policy;
Plans for and facilitates the professional growth of staff;
Interprets applies and explains complex federal state and County policies to applicants service providers the general public and other interested parties;
Prepares appeal documents and may represent the agency in administrative appeals filed by clients;
Participates in case staffings with other County staff or community organizations to assess needs of clients;
Participates in inter and intra agency multidisciplinary work groups and teams;
Makes public presentations on programs and services;
Monitors and assures efficient effective coordination of services provided to clients identifies service delivery gaps and takes action to improve operations;
Evaluates the effectiveness of policies procedures and best practices to ensure compliance with federal state and local regulations;
May participate in the evaluation of service providers and provide feedback to program management staff;
Researches available grants and business and community partnerships and determines feasibility of acquisition of funds and appropriate projects for funding;
Writes and/or assists with writing grant applications proposals for funding and business plans;
Prepares or oversees and presents narrative and statistical reports documenting the work of the unit and/or in relation to case activity.

Ability to review cases for consistency best practice timeliness accuracy and appropriateness of action;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education experience and training equivalent to the following: graduation from an accredited fouryear college or university with a bachelors degree plus four years of professional human services or related work experience.

Contingent upon the area of assignment some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a Child Protective Services check.

This position is considered essential personnel and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e. weather transportation other disaster).

PREFERRED QUALIFICATIONS:
  • Ability to understand and apply complex policies and procedures.
  • Clear and concise oral and written communications skills.
  • Ability to function well under pressure.
  • Ability to establish and maintain effective working relationships with a variety of individuals.
  • Proficiency in analyzing data and using it to manage the work.
  • Supervisory experience to include guiding the work of professional staff coaching and providing constructive feedback to staff regarding their work scheduling and managing workloads to meet established deadlines.
  • Experience with Virginia Department of Social Services computer systems and programs.

PHYSICAL REQUIREMENTS:
Ability to input access and retrieve information from a computer. Ability to perform repetitive hand arm wrist and shoulder movements. All duties are performed with or without reasonable accommodation.
