Job Description
Responsibilities
The Airport Operations Manager reports to the Director of Aviation and receives broad general guidancefrom that position. Reporting directly to the incumbent are the Airport Operations and Maintenance Supervisors AirfieldMaintenance Supervisors and Garage Maintenance Supervisor. Work of the incumbent comes from the daily variety of activities necessary to the functions of the CitysAviation facilities (which include the Dayton International Airport Dayton Wright Brothers Airport and thedowntown heliport). In many instances operations are maintained on a 24hour 7day per week basis.
In performing the duties of the position the Manager manages the heating ventilation and air conditioning(HVAC) systems in all buildings under departmental jurisdiction structural maintenance andhousekeeping. The employee assists in the preparation of plans for airport expansion and inspects newconstruction in progress for conformance with approved plans inspects airport buildings AirfieldInfrastructure and equipment and makes recommendations with regard to maintenance and improvementprojects and provides cost estimates as may be needed.
Specific challenges in accomplishing position objectives include the direct responsibility the incumbenthas for ensuring compliance with Federal Aviation Administration (FAA) rules and regulations pertainingto certification of airports. The Operations Manager is responsible for snow and ice removal from runways Taxiways Terminal Aprons Roadways and pedestrian walkways in inclement weather with the addedauthority to close runways due to adverse conditions if deemed necessary. The incumbent consequentlymust respond to all emergencies that occur including fires power shortages (outages) threats (oralerts) etc.
The incumbent must establish and maintain effective working relationships with the Federal AviationAdministration (FAA) Transportations Security Agency (TSA airlines Airport tenants the Federal Bureauof Investigation (FBI) Airport contractors and other City of Dayton Departments.
The Airport Operations Manager is held accountable for the following:
- Planning and managing all maintenance and new construction functions for all of the Department of Aviation facilities to ensure efficient operation and compliance with applicable regulations.
- Directing preparations of various FAA compliance manuals to maintain certified carrier facility status as it relates to operations issues.
- Maintaining relationships with local communities agencies and other departments to enhance and facilitate operations.
- Preparing and overseeing the operating and capital budgets for the division.
- Overseeing emergency activities relative to weather and accidents and making appropriate decisions when warranted.
Minimum Qualifications
Bachelors Degree in Airport Management Facilities Management Engineering Business or PublicAdministration or related field AND five 5 years of experience in Airport Operations or five 5 years of experience in facilities management.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.
License Requirements
Must have a valid drivers license at time of appointment and maintain as a condition of employment.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. Medical Examination & Drug and Nicotine Testing
Final appointment is contingent upon the applicant passing a jobrelated medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
