PositionSummary
Indus Action is looking for a Senior ManagerResearch and Design towork with the Citizen Experience Learning Lab (CELL). The role involves actionresearch data analysis and designing citizen experience of welfare access.This is a backbone role to supportprogram teams in streamlining the implementation of solutions for citizensexperiencecentric public service and welfare delivery. Key activities in therole will be User journey mapping; Scheme implementation diagnostic research;System Change design; last mile design of citizendigital interface and citizenphysical interface interactions; Data analysis and citizen experiencebasedmonitoring and evaluation. All the work and research in this role are expectedto be grounded in an equitybased outlook of citizenstate interactions andreducing administrative burden for citizens. Abstracting learning from fieldexperiences across various contexts and gleaning scalable insights from themwill also be a core part of the work.
AboutCitizen Experience Learning Lab (CELL)
The Citizen Experience Learning Lab (CELL) aims to bring in principlesof participatory design to realize Indus Actions vision 2030 of enabling 2.5 million vulnerable families sustainable access tolegislated rights through PoWER (Portfolio of Welfare Rights and Entitlements). CELLs interventions will be locatedat the intersection of theory and practice. CELL uses design thinkingprinciples to simplify citizenstate interactions by cocreating adaptiveequitable and evidencebased innovations aiding public service delivery. CELL specifically focuses ontransforming the citizens interaction experience with Governments publicservice delivery portals by making the citizen voice central to servicedelivery design. These design prototypes will solve individual andcommunity/identitybased challenges based on gender caste disabilitiesmigration etc. The fundamental shift in experience will be executed throughhumancentred design methods and a datadriven focus on citizen and stateinteraction sites. The objective is to reduce the administrative burden borneby citizens by focusing on protocols and SOPs to increase efficiency andreimagine citizenstate transaction encounters for social security access.
CELL will support teams throughresearch design prototyping and monitoring and evaluation expertise. Theecosystemrelated interventions will focus on ensuring that the narrative ofcitizenstate interaction experience as a critical site of enabling successfulpublic service delivery gains currency among other citizenfocusedorganizations and governments.
Responsibilities
HumanCentred Design: Collaboratewith citizens frontline workers government stakeholders and program teams tococreate solutions that address lastmile digital and physical challenges inwelfare delivery.
Research & Analysis: Conductcitizen and governmentfacing diagnostic research user experience (UX)research of digital portal and service delivery rules of schemes and captureand analyze citizen experiences across intersections of identity (gendercaste disability etc. to create process and policy briefs.
Prototyping & Implementation: Design and test process protocols and digital/physical interfaces tooptimize citizenstate interactions reducing administrative burden andincreasing efficiency of scheme delivery.
Monitoring & Evaluation: Develop and apply citizen experiencebased monitoring systems tomeasure success of research based recommendations and quickly iterate onprocess and tech prototypes.
Tech Design & Optimization: Support UX/UI enhancements for public service delivery platformsensuring inclusivity and accessibility for marginalized communities.
Ecosystem Engagement and Knowledge Sharing: Advocate for the importance of citizen experience in public servicedelivery among governments and citizenfocused organizations through publishingwritten outputs discussions and workshops.
Knowledge and Technical Skills
Expertise in qualitativeand quantitative research design thinking and humancentred designmethodologies.
Strong analyticalskills ability to combine data and fieldbased insights and communicate themeffectively to multiple stakeholders.
Experience inpiloting monitoring and evaluation of social securityrelated interventions.
Ability to sourceand synthesize information from diverse and unconventional sources.
Strongproblemsolving skills with a demonstrated ability to find creative solutionsto information gaps and roadblocks.

Educationand Experience
The applicant musthave 25 years of work experience preferably in research and design work inthe social or development sector. Applicants with experience in academia arealso welcome to apply.
Applicants musthave experience in conducting or leading primary research studies and strongsecondary research skills.
Applicants musthave a Bachelors and a Masters degree with at least one of them in PublicPolicy/Social Science/Development Studies/Interaction Design or other relatedfields. Applicants with a 4 year Bachelors degree and relevant work experienceare also welcome to apply.
Applicants withfluency in English Hindi and one other Indian language will be preferred.
Experience inmaking policy or schemerelated memos briefs or pitches will be preferred.
