Job Description
VISTA Technology Services Inc. (VISTA) is currently seeking an IT Project Manager with a DoD Acquisition background to support our NAVSEA customer in Washington D.C. This is a hybrid position reporting onsite at the Washington Navy Yard one day a week and as needed for meetings. For this position VISTA will only consider applicants with an Active DoD Secret Security Clearance or higher.
Responsibilities:
The IT Project Manager will translate larger program requirements and goals into well designed project plans and assist the client in developing innovative solutions to complex problems. They will convert broad program objectives into wellstructured project plans and help the client create innovative solutions to solve dynamic issues.
- Manage 3 projects at a time including developing requirements working with the government to document requirements working with vendors pushing gate reviews along developing cost estimates with the team etc.
- Work with the technical engineers to get technicals to the contracts team and help push through task award to vendor
- Review cost coordinate the review of CDRLs review invoices and conduct project closeouts
- Interact with senior level government and military personnel
- Leverage and accelerate the adoption of Agile project management methodologies
Basic Qualifications:
- Bachelors Degree AND 15 years of demonstrated experience in DoD Program Management and Acquisition Management for ACAT programs across the acquisition life cycle OR an Associates Degree AND 19 years of the above experience; 21 years of the above experience will be considered in lieu of a degree
- 3 years of IT project management experience
- Experience being responsible for multiple projects at a time
- Experience in gathering developing and documenting government requirements for the development of RFPs
- Experience developing cost estimates reviewing cost and coordinating the review of CDRLs invoice review and conducting project closeouts
- Experience working with vendors technical engineers and contracts team
- Experience planning scheduling coordinating and delivering IT projects
- Experience migrating project management and business processes to Agile
- Experience developing program baselines and identifying program risks
- Experience interacting with high level government and military personnel
- Knowledge of technical concepts best practices and developing client solutions
- Ability to work independently with minimal direction and help lead a team
- Ability to anticipate mitigate and resolve risks and conflicts across workstreams
- Proficient with MS Office (MS Teams Word Outlook PowerPoint Project SharePoint)
- Active DoD Secret Security Clearance
Desired Qualifications:
- Experience with performance management improvement in support of IT governance
- Knowledge of Governance Risk and Compliance management to ensure that projects support appropriate risk standards and compliance requirements
- Knowledge of vendor management to ensure that vendors contracts and Service Level Agreements are aligned
- Project Management Professional (PMP) Certification or DAWIA PM Practitioner or equivalent
- Advanced Certified Scrum Master (ACSM) Agile Team Facilitation (ATF) Agile Coaching (ACC) Agile Coaching Expert (ICE) and/or SAFe Agile Scrum Master certification
Salary Range: $120000 $160000annually
