Job Description

ABOUT THE POSITION


The County of Riversides Facilities Management department has a vacancy for a Real Property Agent III assigned to the Real Estate Division located in Riverside.

The Real Property Agent IIIwill perform difficult and complex appraisals negotiations for acquisition sale or lease of real property relocation assistance space management studies and real property management; to coordinate real property activities with representatives of other County departments and agencies; and to do other work as required.

Real Property Agent III is the journey level in the Real Property Agent series. Incumbents report to a Supervising Real Property Agent and perform the full scope of assignments in real property acquisition negotiation appraisal lease sale or space management requiring the highest level of technical proficiency.

This class is distinguished from the next higher level of Senior Real Property Agent in that the latter is the lead level in the Real Property Agent series. Promotion to the Senior Real Property Agent class is achieved through the competitive recruitment process.

EXAMPLES OF ESSENTIAL DUTIES

Performs complex appraisals and negotiations for acquiring selling or leasing real property and rightsof way.

Negotiates leases of facilities for County use or for use of county facilities by other firms or agencies.

Secures examines and interprets title reports on property to be acquired and directs the preparation and of necessary documents to secure clear title; directs the preparation of deeds reconveyances agreements and other documents involving property acquisition sale or leases.

Conducts negotiations for the purchase sale lease or donation of property; prepares alternate appraisals based on relocation of improvements.

May make presentations to the Board of Supervisors and the Planning Commission; may represent the Department at public meetings.

Performs relocation assistance; disposes of surplus property; and may participate in the training of other real property personnel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college with a Bachelors Degree preferably with major coursework in economics business or public administration or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of fulltime experience equaling 30 semester or 45 quarter units of education.

Experience: Two years of experience in the appraisal and/or negotiation for the acquisition of real property and rightsofway or negotiation preparation and management of leasing agreements or facility space utilization and allocation management. (In some departments general experience in real estate sales and transfers will not be considered as the equivalent of the required real property appraisal negotiation or leasing experience.

Knowledge of: The laws pertaining to the acquisition sales and leasing of land improvements and rightsofway for highways flood control projects and other public purposes; the factors involved in appraising real property and the principles underlying the appraisal process; leasing agreements and practices; condemnation and real property laws; relocation assistance procedure and requirements; methods and techniques of facility space management.

Ability to: Conduct complex property and rightofway negotiations; prepare complex deeds; interpret complex plants and legal property descriptions; negotiate leases for use of real property; read and interpret construction plans; establish and maintain cooperative relationships with other employees and those contacted in the course of work.

Temporary and Per Diem employees serve at the pleasure of the agency/department head.
