City of Greeley: Work Live and Play in Greeley: Summary:
The City of Greeley is seeking an Equipment Operator II to join the Wastewater Collections division in the Water & Sewer Department. The Equipment Operator II is a key member of the Wastewater Collections team and is responsible executing maintenance and construction projects that include preventative maintenance pipe rehabilitation manhole construction responding to emergencies and customer complaints. This position reports to one of the Crew Supervisors and will serve as a team leader in a variety of situations.
Experience Knowledge Skills:
Minimum Requirements
- High School diploma or equivalent.
- Current Class A CDL or the ability to obtain within 6 months.
- Advanced vocational skills strengthened by at least three 3 to Five 5 years of onthejob experience in construction of water and sewer lines.
- Three 3 years of experience operating heavy equipment such as a backhoe crane truck track hoe tandem frontend loader confined space equipment and trench boxes.
OR
- A combination of education experience licensure and certifications that demonstrates the ability to successfully perform the job responsibilities may be considered by the hiring authority.
AND
- Valid unrestricted Colorado driving license with a good record.
- Must be available and able to commit to being oncall as part of a rotational schedule.
- Must be willing to respond to afterhour emergencies within 45 minutes even if not on call.
Preferred
- Specialized training beyond high school normally gained in a program of less than 18 months duration preferred but not required.
- Trades experience including concrete carpentry chemical sprays and asphalt placement.
- Colorado State Wastewater Collection System Operator 1 Certification and the willingness to obtain Collection 2 Certification within two 2 years of hire.
- At least one 1 year of experience with wastewater collection operation and maintenance.
- One 1 year of experience with ArcGIS Pro and Field Maps.
- Previous experience of confined space entry.
- Flagger Certification.
- Team Leader experience.
Knowledge Skills and Abilities:
- Ability to read blueprints for the scope of work.
- Knowledge or familiarity with City geography.
- Knowledge of utility locating.
- General knowledge of construction practices city standards and safety procedures.
- Basic to intermediate knowledge of equipment operations including heavy machinery such as operating a backhoe dump truck and excavators.
- Basic computer proficiency in Microsoft Office (Word Excel Outlook Excel) and Oracle and the ability to learn and experiment with new software and systems.
- Strong organizational and communication skills with the ability to manage multiple tasks and meet deadlines.
- Leadership and decisionmaking abilities with a focus on problemsolving in variable situations.
- Capability to work under pressure and adapt to changing priorities while maintaining effectiveness.
- Knowledge of or familiarity with CityWorks software and the ability to enter work orders into CityWorks software.
- Ability to operate all the Division inventory of equipment proficiently and safely.

Essential Functions:
- Maintenance and operations of over 389 miles of sanitary sewer mains including: performing routine maintenance emergency repairs locating mains and services and lift station maintenance and repairs.
- Responds to and reports emergency repairs routine maintenance and customer questions/complaints.
- Assists with sewer outages when need.
- Requires reasoning to produce a practical course of action within the established process. Choices fall within the range of specified acceptable standards alternatives and technical practices. Example(s): If a change is required that needs upper management approval before start/completion of a project; work with Project Manager Asset Manager Water & Sewer manager and Crew Supervisors employees as well as other departments to ensure proper operations and procedures are being followed.
- Responds to overtime work and afterhours calls. Participates in a rotational an oncall schedule.
- Operates heavy equipment such as backhoes dump trucks excavators and other construction machinery for repairs and installation of sanitary sewer lines manholes and service lines.
- Prepares routine reports or correspondence and provide data to the asset manager for GIS/ArcMaps integration.
- Handles emergency and afterhours issues including communication and coordination for main breaks.
- Participates in the ROW permitting process.
- Follows proper safety practices procedures and fellow team members i.e. work zone setup traffic control personal protective equipment etc. Make safety suggestions as appropriate.
- Safely operate and maintain a variety of heavy equipment.
- Trains team members on the operation maintenance and safety of heavy equipment.
- Completes paperwork accurately i.e. work orders time sheets etc.
- Works independently and as part of a team.
- Serves as team leader for teams in a variety of activities.
- Effectively communicates in verbal and written form with citizens supervisor team members and other City employees.
- Understands and follows City Department and Division Policies & Procedures.
- Uses good judgment in decisions regarding the operation of heavy equipment and Sanitary Sewer activities.
- Answers citizens questions respond to their complaints and notify citizens of impending work i.e. hand out flyers assisting with traffic control during traffic accidents.
- Calculates the amount of material needed for projects i.e. concrete asphalt base dirt and rock; research for new products that are available; ordering materials for assigned projects.
- Enters work orders into CityWorks software.
- Solves a variety of problems in situations where there are substantially diversified procedures specialized standards and only limited standardization.
- Changing priorities or differing situations requires the employee to consider which among many procedures should be followed in what sequence to achieve the required job results.

- Makes changes in the field due to inclement weather conditions. i.e. cancel concrete pour when subgrade does not meet proper compaction and stop all projects when there are safety concerns for the team or citizens.

Equipment Operation
- Proficient operations in loaders backhoes graders track hoe tractor with plow mowers tandem and single axle dump trucks semitractor trailer.
- Required to be oncall for emergencies on a rotational basis.
Safety
- Assists with mandatory and voluntary training the City requires that include proper traffic control defensive driving hazardous material confined space seminars videos workshops and conferences.
- Team leader provides all inhouse equipment operating training for all Equipment Operator Is and Maintenance Technician team members.
Paperwork. - Completes daily work orders and inputs them into the CityWorks work order system completes monthly pothole patching report updates the Division Operational Manual annually.
Supervisory Responsibilities: N/A
Travel: This position is primarily spent in the field up to 85 of a daily schedule within City limits; may travel to worksites in the Northern Colorado area a few times per year or to attend training conferences.
Work Environment and Physical Requirements:
- Frequently works in an outdoor environment subject to severe weather conditions extreme heat and cold.
- Frequently works in and around equipment traffic and materials with fumes noise dust dirt heat vibration and flying objects.
- Frequently works in or around equipment in potentially dangerous situations i.e. traffic work zones steep ditch banks manholes and/or confined spaces trenches overhead/underground utilities snow and icecovered streets etc.
- Responds to overtime work and afterhour calls particularly during emergencies and inclement weather.
- Frequently work with objects weighing up to 15 pounds. Regularly work with objects weighing 3050 pounds and occasionally work with objects weighing 50100 pounds in various positions such as pushing pulling lifting in various body positions including above shoulder height.
- Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g. 2550 lbs. and use of medium weight tools.
- Example(s): Filling and loading sandbags 35 pounds each shoveling different types of materials handling rip rap breaking concrete with jack hammers handling concrete forms manhole covers.
- Manual dexterity enough to complete work tasks through safe and proper operation of hand tools power tools motorized equipment and confined space entry.
- Possess the strength and stamina to frequently shovel. Other tasks include laying pipe concrete work patching asphalt rip rapping etc.
- Move equipment and/or materials safely over uneven surfaces and terrain.
- Sit for long periods of time in the equipment 812hour durations).
- Frequent sitting standing walking stooping bending climbing pushing pulling reaching etc.
- Vision and hearing abilities are required to operate a variety of light equipment in traffic and in work zones.
- Equipment Used: Loader motor grader backhoe skid steer Sewer Cleaning equipment rollers tractor with attachments single/tandem axle dump trucks water trucks semitractor with trailer twoway radio computers computerized/automated equipment controls gas detection monitors tripod and harness for confined space entry and radio detection equipment.
