ORGANIZATIONAL CONTEXT
The United Nations World Food Programme (WFP) is the worlds largest humanitarian organization saving lives in emergencies and using food and cash assistance to change lives and empower people to meet their essential needs. WFP does this both through direct programming as well as by supporting governments on their national pathways toward the Sustainable Development Goals (SDGs) in partnership with multiple stakeholders. WFP is the largest cash actor in the humanitarian community; WFP provided US$ 2.1 billion of cash assistance to people in 67 countries in 2020. WFP is the 2020 Nobel Peace Prize Laureate.
The Delivery Systems and Services (DSS) Unit part of the Delivery Assurance Services within the Supply Chain and Delivery division has replaced the CashBased Transfer (CBT) Division in leading the organizations global efforts in Cash Programming and Identity Management at WFPs Headquarters in Rome. This is a dynamic and agile team that works multifunctionally and with a range of innovative internal and external partners to enable WFPs field operations through support and services. The team aims at enabling highquality systems and services to support CBT programming and ID management in emergency and development settings and to support Governments in establishing governmenttoperson payments systems to transfer cash effectively and accountably to people when needed.
The growth in the number of WFPs beneficiaries and diversity of its programmatic offerings is taking place in an increasingly digital environment requiring a coherent and evolving approach and a sustainable funding model for the solutions needed to deliver programmatic objectives. To enhance good quality and assurance programming the DSS unit is offering a set of services to Country Offices on a costrecovery basis operating a service provision model. Consequently the DSS unit is diversifying its funding mechanisms and the accounts utilized to manage the funds. Reporting to the Head of Data Services this position is expected to provide assistance to the Data Assurance Team as wells as other services within the Unit delivering a range of routine business support tasks to ensure that the services are effectively supported covering the management of transactions fund movements as well as other analytical and support work.
This position is based in HQ Rome and reports to Pietro Motta Head of Data Assurance SCDDS
KEY ACCOUNTABILITIES/RESPONSIBILITIES (not allinclusive nor exhaustive):
Support the maintenance of office files documents and records in accordance with established systems and methods.
Undertake standard data entry tasks in accordance with defined systems to ensure information is organized and readily available.
Assist the Budget Officer in administrative tasks and in compiling reports.
Keep track of funds movements and procurement transactions providing regular reports to the Head of service.
Keep track of the financial activities for the Data Assurance Team providing regular reports to the Head of Data Services including the cost recovery of Country Offices proposals and the preparation and distribution of monthly invoices.
Be a first point of contact for Country Offices queries to facilitate the provision of efficient and effective resolution of daily issues and providing timely dissemination of reports.
Collate and process information including dissemination to support the production of standard documentsand reports for the Unit.
Manage and maintain paper and electronic records within the area of responsibility in accordance withestablished procedures to ensure swift and easy data access as required.
Provide inputs to routine methods and practices in own area of work supporting the continuous improvementof services provided and ensuring that the deadline on routine activities of the Team are respected.
Undertake other assignments and tasks as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Easy to track clear and auditable process transactions following standard operating procedures.
Contributions to the units achievement of annual targets.
QUALIFICATIONS AND EXPERIENCE
Education: Completion of secondary school education administration accounting or relevant work experience in administration.
Experience: Has demonstrated an ability to perform all routine administrative activities in line with WFPs operating standards through day to day work. Has supported in providing adhoc guidance to new staff members.
Knowledge and Skills:
Analytical skills on funds management.
Familiarity with WFP rules regulations and protocols is desired.
Knowledge of ERP possibly SAP;
Knowledge of Excel and other MS Office software.
Language: Fluency (level C) of English.
