This position is within the Administrative Training and Safety Services section of Office of Management and Finance. The incumbent will oversee and supervise the daily operations related to Statewide Property Control Inventory Control Telecommunications Management General Safety Security Loss Prevention Facility Maintenance and Statewide Training initiatives. The incumbent must have extensive knowledge of administrative management telecommunications safety regulations state and federal laws and possess the ability to effectively monitor expenditures interpret policies recommend improvements and compose written reports to executive leadership and auditors as needed.
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:
Eight years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
Six years of fulltime experience in any field plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
A bachelors degree plus five years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing managing or evaluating administrative programs operational programs or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of fulltime work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Function of Work:
To direct multiple divisions performing management and finance functions for a state agency.

Supervision Received:
Executive direction from the unclassified Undersecretary. Other reporting relationships may be approved by SCS.
Supervision Exercised:
Direct over division administrators within the Office of Management and Finance. Other reporting relationships may be approved by SCS.
Location of Work:
Positions at this level are typically located within major state departments. Other locations may be approved by SCS.
Job Distinctions:
Differs from lowerlevel administrative jobs by the presence of executivelevel responsibility for multiple divisions performing management and finance functions for a state agency.
Differs from Deputy Undersecretary 2 by the absence of executivelevel responsibility for multiple divisions performing management and finance functions of greater scope complexity and impact. These characteristics are generally assessed by budget authority and subordinate personnel for the assigned divisions.

Provides executive review and direction for current and longrange programs plans and policies; ensures efficiency economical management and conservation of resources.
Meets with the Governor legislators state officials administrators of other divisions professional organizations vendors and others to provide information and to resolve conflicts as needed.
Directs program evaluations; discusses results with the Undersecretary and works with subordinate administrators to improve operations as needed.
Reviews and revises budget recommendations for assigned activities.
Conducts staff meetings and conferences with division directors to discuss operations organization budgetary matters personnel matters technical issues and the status of programs and projects.
Coordinates or directs special projects or reports relating to assigned activities.
