Facilities Plant Operation Director

Summary & Objective

The Director of Facilities/Plant Operations plans and directs all aspects of the organizational engineering activities and ensures all engineering projects initiatives and processes are in compliance with established policies procedures State and Federal regulations. The individual is responsible for Project Management Planning Cost Management Time Management Quality Management Contract Administration Safety Management and Construction Management Professional Practice which includes specific activities such as defining the responsibilities and management structure of the project management team organizing and leading by implementing project controls defining roles and responsibilities and developing communication protocols and identifying elements of projects design and construction likely to give rise to disputes and claims. The individual will also make recommendations as to Contractor Selection maintaining a positive working relationship among the Owner Architect/Designer and Contractor and maximizing the awareness among the Owner Architect/Designer as to all parties needs and expectations in order to perform their part of the project in the most cost efficient manner.

Essential Functions

• Coordinates facilityengineering programs with entity engineering staff with regard to operation and maintenance of the physical and structural condition of the facilities and status of work in progress.
• Establishes overall objectives and initiatives for the engineering programs with facility directors. Coordinates the planning development organization implementation policies and procedures evaluation and direction of the CHS Engineering Departments.
• Assists in developing a skilled facility engineering staff in the facilities by coaching and making recommendations regarding hiring training promotions discipline and terminations.
• Participates in the development and application of standards of quality and productivity for the engineering department. Directs departmental personnel in the use of policies procedures and standards of work performance for maintenance and repair of equipment and building system through the facilities. Provides guidance and support for facility engineering staff members.
• Assists and consults with facility supervisors regarding the preventive maintenance program to ensure the uninterrupted operation of the entire physical plant. Monitors its application to assure maximum effectiveness and provides appropriate documentation of same.
• Maintains a working knowledge of new technologies which may improve operations and conditions and develops recommendations accordingly.
• Works closely with other departments and administration; negotiates priorities plans work schedule and job assignments for facility supervisors. Recommends use of outside specialty contracts as circumstances indicate.
• Oversees the requisitioned corrective emergency and preventive maintenance of building equipment and offsite facilities associated within the facilities.
• Oversees orders for selected stock items such as plumbing supplies wood electrical and equipment parts so as to maintain maximum efficiency levels at all times according to established procedures.
• Monitors record keeping and documentation to ensure compliance with State Federal and accreditation regulations.
• Consults on the repair of equipment or recommends the replacement or additions to equipment or physical plant as necessary.
• Assists the facility supervisors responsible for coordination of all maintenance service contracts and ensures all contractual provisions are met along with established codes.
• Coordinates all construction and renovation projects acting as a liaison between facility directors CHS management and the contractors.
• Develops an annual organizational comprehensive engineering management plan and provides monthly status reports.
• Develops and maintains a comprehensive list of appropriate vendors for construction projects and acquisition of materials.

Supervisory Responsibility

• No direct reports but works collaboratively with other staff members.

Physical Requirements

• Must be able to lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds walk climb stair or ladders stand on feet for extended periods of time etc.
• Works in office environment with moderate to loud noise level.
• Subject to frequent interruptions.
• Work schedule may include working beyond typical schedule including weekends and holidays.
• Hand dexterity required for data entry on keyboard requiring finger dexterity and eyehand coordination.

Knowledge & Experience Requirements

• Bachelors Degree (B.A. in Engineering plus a minimum of 10 years demonstrated experience in various engineering fields concepts practices and procedures including project cost time safety quality and contract management.
• Ability to read analyze and interpret documents such as safety rules operating and maintenance instructions and procedure manuals.
• Ability to write reports business correspondence and procedure manuals.
• Must be knowledgeable of State Federal OSHA AHCA CARF and JCAHO regulations.
• Engineering related certificates
• Valid State of Florida drivers license required.
• Must have knowledge of computer office/clinical software
• Must be able to read write and understand the English language
