This is the first managerial level in the accounting/finance series. Incumbents perform professional level work and are responsible for managing professional level employees. Incumbents supervise Financial Supervisors and may supervise other professional level staff.
Essential Duties:
Oversees budget development and maintenance.
Conducts financial analyses and forecasts.
Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring termination and disciplinary recommendations
Manages the daily activities of an assigned operational unit which includes planning coordinating administering and evaluating programs projects processes procedures systems and standards; ensures compliance with Federal State and Local laws regulations codes and/or standards.
Coordinates financial reporting requirements.
Serves as a liaison with external agencies and other governmental entities.
Provides advanced technical and administrative guidance to other divisions and departments.
Participates in/on a variety of meetings professional organizations committees and other related groups.
Performs other duties of a similar nature or level.
Education/Experience and Licensure Requirements
(or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job):
Bachelors Degree in Accounting Finance Business Administration or a closely related field.
Six years of progressively responsible professional level financial experience.
Supervisory experience.
Knowledge of:
Managerial principles;
Budgetary principles;
Applicable laws rules and regulations;
Automated financial systems;
Financial controls practices and procedures;
Skill in:
Supervising and evaluating employees;
Prioritizing and assigning work;
Operating computers and applicable software;
Performing advanced mathematical calculations;
Giving presentations;
Applying laws rules and regulations;
Analyzing and developing financial information and procedures;
Analyzing and interpreting financial information;
Analyzing verifying reconciling and reporting financial transactions;
Communication interpersonal skills as applied to interaction with coworkers supervisor the general public etc. sufficient to exchange or convey information and to receive work direction.
Physical Requirements:
Positions in this class typically require: manual dexterity talking hearing seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body.
