Job Description

Position Title: Chief Officer of Human Resources & Administration

Department: Division of Administration

Reports To: Superintendent

FLSA Status: Exempt

SUMMARY:

Under limited direction the Chief Officer of Human Resources & Administration works with schools and divisions across the district aligning districtwide initiatives with the organizations mission and goals ensuring resources are allocated effectively and efficiently. This position oversees the Departments of Human Resources Administration and Communications. The Chief Officer ensures compliance with applicable federal state and local regulations; supports strategic planning efforts; and serves as a member of the Superintendents Cabinet.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee the development and of the districts strategic plans for growth development and continuous improvement efforts.
  • Develop and implement department level supporting strategic plans specific to human resources administration and communications.
  • Provide vision and leadership to ensure departmental initiatives align with district strategic goals.
  • Develop forecasts reports and recommendations that support the districts short and longrange planning decisions.
  • Act as a key advisor to the Superintendent on matters of employee and district operations.
  • Oversee the operation of each department in such a way as to enhance the morale of school district personnel promotes the overall efficiency of school personnel and maximizes the educational opportunities and benefits available to each individual child.
  • Maintain current knowledge of South Carolina Department of Education (SCDE) state and federal regulations related to personnel administration and public relations.
  • Ensure the implementation of strategic recruitment retention and staffing plans for all employees.
  • Provide leadership and direction for employee performance evaluation systems.
  • Advise on employee promotions transfers reassignments leaves of absence and terminations.
  • Verify all termination procedures and documentations.
  • Ensure compliance with state regulations for employee contracts and personnel policies.
  • Monitor compliance with state and federal regulations including those pertaining to School Improvement Councils and School Renewal Plans.
  • Serve as the primary liaison with the districts legal team and external agencies.
  • Monitors legal actions maintains appropriate files and apprises Superintendent.
  • Provide oversight to the Communications Department to ensure consistent messaging and effective public relations efforts.
  • Develop the annual budget for the operation of the division and takes responsibility for the administration of the budget.
  • Ensure personnel policies employee relations and administrative regulations are implemented effectively across the district.
  • Interpret all administrative district policies and programs to the faculties students and to the general public and conveys to the Superintendent concerns of these groups.
  • Address complaints grievances and personnel matters in accordance with state and district policies.
  • Identifies and seeks solutions for problems on all administrative matters and when appropriate bring to the attention of the superintendent and other Chief Officers.
  • Supervise the evaluation of schoollevel administrative personnel and ensure compliance with statemandated processes.
  • Communicate effectively with internal and external stakeholders including administrators teachers and staff Board Members State Department of Education personnel elected officials personnel of other school districts and attorneys.
  • Represent the district at public events board meetings and statelevel discussions.
  • Facilitate leadership development initiatives to build a pipeline for future administrators.
  • Stay informed of trends in human resources and educational administration through professional development training seminars and research.
  • Research gather summarize and analyze data to provide accurate information for briefs reports contracts grant proposals correspondence and presentations; to develop evaluate and project program goals and/or strategic plans; and to develop and propose recommendations.
  • Perform other duties as may be assigned by the Superintendent.

JOB SPECIFICATIONS

EDUCATION and/or EXPERIENCE:

Doctorate preferred Masters Degree required with a concentration in human resources school administration or related field. Minimum of five years of experience in human resources leadership or school administration. Proven skills in strategic leadership organization and public relations. Must have demonstrated skills in leadership organization administration and public relations.

Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

CERTIFICATES LICENSES REGISTRATIONS:

Education Certified Applicants

Valid South Carolina Certificate in one of the following areas preferred:

  • Elementary or Secondary Principal (Tier I Tier II)
  • Elementary or Secondary Supervisor
  • Superintendent

Noncertified Applicants

SHRMSCP SPHR or PHCLE certification.

SUPERVISORY RESPONSIBILITIES:

Manages and directly supervises certified and classified staff in the Division of Human Resources and Administration. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws.

LANGUAGE SKILLS:

Ability to read analyze and interpret professional journals technical procedures financial reports instructional manuals and legal documents. Ability to respond to common inquiries or complaints from customers regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to administrators public groups/community and board of education.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as probability and statistical inference and in the display and interpretation of assessment data. Ability to apply basic concepts of statistical analysis fractions percentages ratios and proportions to practical situations.

REASONING ABILITY:

Ability to interpret and apply common sense understanding in carrying out instructions furnished in written oral diagram or schedule form. Ability to analyze information and use logic to address work related issues and problems. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to quickly assess employee departmental and administrative needs and provide timely feedback.

OTHER SKILLS and ABILITIES:

Ability to perform duties with awareness of all district requirements and Board of Education policies.

Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students parents and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to organize and implement a flexible work schedule in order to meet reporting deadlines. Ability to selfmonitor and manage multiple tasks while working individually and with members of a group. Ability to submit all requested reports and documentation in a timely manner and in accordance to scheduled deadlines. The position requires meeting deadlines and interacting with teachers administrators parents and community members. Some extended hours and multiple demands from several people are frequently required of the employee.

Occasionally the position requires the employee to work irregular or extended hours direct responsibility for the safety wellbeing or work output of other people and meet multiple demands from several people.

The terms of employment detailed in this job description are based on full time employment during the school year. Conditions of employment adjusted for part time employees or individuals who are hired for less than an entire school year.

EVALUATION:

Performance of this job evaluated annually according to Board Policy.
