Job Description

Job Summary:
Under the overall direction of the Chief Procurement Officer the Procurement Officer is responsible for managing major collaborative procurement activities ensuring cost effectiveness commensurate with quality.All activities shall be in accordance with the BCNETs standard practices and all municipal provincial and federal laws.The incumbent will comply with Supply Management s code of ethics.

The Procurement Officer will work closely with all levels of BCNET Procurement team and establish and maintain close working relationships with stakeholders and members in the delivery of various procurements.The Procurement Officer will work closely with the Chief Procurement Officer or its designate to ensure deliverables are met.
Key Responsibilities and Duties:
Summary of Primary Duties and Responsibilities
  • Development analysis evaluation of tender documentation.
  • Generation of contracts.
  • Manage the planning of procurement activities with BCNET and its members.
  • Support vendor relationships.
  • Providing expertise and guidance to staff engaged in supply management activities.
Procurement
  • Ensures that all procurements are in compliance with regulations laws and related procurement practices in accordance with BCNETProcurement Policy and Procedures and practices.
  • Promotes and adopts sustainable supply chain concepts where appropriate.
  • Reviews and monitors contracts to ensure compliance.
  • Provides consistent sourcing and contracting activities through the use of standard tendering document templates (primarily Request for Proposals Request for Quotes Request for Information);
  • Evaluates tender and award documentation with respect to the developed evaluation criteria.
  • Responsible for awarding a contract with consensus from BCNET management and the relevant working group under consistent to BCNET Procurement Services terms of reference.
  • Analyzes current procurement activities and recommends improvement through more efficient procurement methods quantity discounts standardization value analysis and cooperative procurement.
  • Responsible for contributing to the planning of various collaborative procurement activities.
Provides procurement guidance and assistance
  • Provides guidance and assistance to BCNET staff and committees in all aspects of procurement including the interpretation of related policies and procedures.
  • Coordinates and resolves problems suppliers.
  • Demonstrates the procurement function as an effective resource for addressing the need for shared solutions across BCNET member institutions.
  • Proactively implements best practices such as templates and file management.
  • Prepares bids for issuance including writing tenders receives bids from vendors and prepares bid synopses for internal client departments.
  • Monitors compliance with Purchasing policies and procedures.
Records and Document Management
  • Prepares and maintains accurate records and documentation of working group meetings solicitations responses purchases contracts correspondence and related followup.
  • Assists in the preparation of procurement related reports.
  • Responsible for ensuring that assigned tender activities are acted upon and completed within the agreed timelines.
  • Responsible for contributing to and tracking cost savings/negotiated savings as Key Performance Indicators (KPI) on all procurements.
Vendor Management
  • Promotes and develops contacts with external suppliers to establish new sources of supply.
  • Coordinates and/or conducts interviews and meetings with current suppliers to improve levels of customer services.
  • Collects and reports statistics to measure commodity and/or supplier performance.
  • Travels as necessary for business to member institutions and their communities as necessary.
Qualifications and Skills:
  • University degree in a relevant discipline or an acceptable combination of education training and experience.
  • SCMP Designation Certificate in Purchasing Diploma in Supply Management or related training would be considered an asset:
  • Minimum of fiveyears experience or the equivalent combination of education and experience.
  • Public sector and/or postsecondary education purchasing experience is an asset.
  • Excellent interpersonal and communication skills (written and oral).
  • Excellent negotiating and problemsolving skills.
  • Excellent project management skills.
  • Ability to communicate effectively and persuasively with team members collaborators and clients with sensitivity to the level of technical communication appropriate to the task and audience.
  • Ability to work effectively while managing multiple tasks.
  • Ability to understand and apply policies procedures and instructions.
  • Ability to analyze and resolve problems identifying key information and all relevant issues.
  • Ability to maintain accuracy and attention to detail.
  • Ability to communicate effectively verbally and in writing.
