About the Job:
The Master HVAC Technician ensures the efficient operation of heating ventilation and air conditioning systems in critical government and military facilities. This role requires technical expertise in HVAC maintenance diagnostics and system optimization.
Job Summary:
The Master HVAC Technician performs inspections preventive maintenance and complex troubleshooting of HVAC systems. Responsibilities include diagnosing failures adjusting controls and ensuring regulatory compliance for environmental and air quality standards.
Requirements
Key Responsibilities:
- Perform inspections on HVAC systems and components (e.g. heating units building exhaust fans ventilation units etc. to evaluate condition identify necessary repairs and recommend or perform preventive maintenance. Clean lubricate and repack the working parts of the system.
- Track performance of routine and preventative maintenance to ensure availability of HVAC systems and troubleshoot HVAC/R systems with complex problems and extensive repairs requiring judgment to locate malfunctions.
- Respond to service calls and preventive maintenance inspections and produce reports in writing through computerized maintenance management system (CMMS) regarding malfunctioning/inoperable equipment.
- Respond to emergencies during and after hours to resolve issues. Diagnose causes of problems and/or failures in HVAC systems for identifying equipment and/or systems repair and/or replacement needs.
- Install repair and maintain large commercial and industrial ventilation refrigeration air conditioning (AC) and cooling systems with complex problems and extensive repairs.
- Independently perform recurring work on exhaust fans boilers air handlers pump motors air dryers and other related HVAC equipment but not limited to HVAC control and monitoring systems.
- Install modify overhaul repair and maintain a variety of complex HVAC equipment air conditioning air handlers pumps motors valves heating systems and associated auxiliary and control equipment.
- Works with engineering or scientific personnel to discuss plans modifications and user needs. Review available plans specifications or drawings; determine the size shape and location of equipment.
- Perform design modification maintenance and repair of critical environmental and energy support systems and associated highly sensitive stateoftheart computerized controls and air quality monitoring systems located within U.S. only areas of Intelligence and Security Command (INSCOM) Sensitive Compartmented Information Facilities (SCIFs).
- Provide critical advanced technical knowledge in support of unique security requirements inherent in Intelligence and Security Command (INSCOM) Sensitive Compartmented Information Facilities (SCIFs) operations including sound baffling techniques/equipment and the resolution of compromising electrical currents as sustainment of high system availability rates.
- Produce classified technical documentation outlining in depth technical findings and recommendations.
- Provide design emergency nonroutine fault isolation of smoke removal systems fire detection/suppression equipment used exclusively in critical highly sensitive Military Forces installations.
- Perform system and subsystem diagnostics and scheduling and maintaining complex electronic environmental systems calibration and lubrication of unique components and controls used to provide and monitor precise environmental conditions within SCIFs housing unique military intelligence equipment scientific devices and technologies.
- Perform periodic worldwide deployments in strategic and tactical mobile facility environments. Provide expert technical assistance for a 24hour operational environment with limited documentation resources.
- Respond to offduty (evening and weekend) calls to support critical system outages. Provide rapid fault isolation and resolution concerning environmental factors affecting ISR system performance including developing technical documentation for ISR support system layouts.
- Support U.S. Army systems on site whenever and wherever deployed. Available to deploy to other countries and/or theaters to perform quick reaction technical support to U.S. Forces worldwide military contingency missions and requirements in potentially hazardous work environments.
- HVAC technicians shall perform a daily surveillance walkthrough at the beginning and before the end of their shift of all position description related equipment locations to ensure equipment is operating efficiently.
- Technician shall be knowledgeable of all current safety policies procedures and personal protection equipment (PPE) required related to his or her assigned job description IAW Occupational Safety and Health Administration (OSHA) facility system equipment security Environmental Compliance Assessment Protocol (ECAP) and National Electrical Code (NEC) safety standards. This includes but not limited to fall protection requirements confined spaces oil spills and HVAC liquid chemicals handling. Technicians shall wear appropriate safety equipment at all times while performing their assigned task.
- Attend periodic safety training classes related to their job description.
- Submit work order documentation to DPW for building/equipment repairs.
- Perform day to day operations of various building operation systems as needed including Tridium Niagara Open Framework controls system and other common closed framework controls system such as JCI Metasys etc.
- Use a variety of hand tools interpreting control drawings plans and specifications to mount assemble test and program the controls system.
- Maintain and update system schematics through red line system changes and create if necessary mechanical and control system schematics.
- Maintain logs of temperature humidity pressure differentials of operating rooms and other critical spaces.
- Make repairs or adjustments to electrical controls of HVAC equipment to maintain temperature humidity and pressure differentials per regulatory requirements.
- Assist in oversight or escort for contractors on repair/renovation projects as required.
Minimum Qualifications:
- Possess EPA 608 Type II (or Universal) certification.
- Able to maneuver in small spaces and lift 50lbs.
- Specific experience in fault isolation and resolution of tactical and strategic environmental systems and their sophisticated electronic support systems.
- Ability to plan install troubleshoot and repair equipment and systems not fully covered by technical manuals schematics etc.
- 4 years experience with HVAC control and monitoring systems and their components.
- Experience with computerized maintenance management systems (CMMS).
- Expert level experience in design installation and sustainment of computer controlled environmental systems in mobile secure facilities.
- Command of fluent English including the ability to read write and comprehend technical documentation schematics and diagrams written under the ASHRAE UFC and IMC standards.
- Required to meet US Government accepted and industry standards criteria for technically complex computer environmental systems uninterrupted power distribution systems and power control equipment.
Required Education:
- College Vocational School or High School Diploma or equivalent and a combination of 10 years education and experience leading to licensures as a Master HVAC or equivalent licensures or certification at a state level; or
- 12 years of experience in an equivalent Military HVAC training/certification.
Clearance:
- US Citizen.
- Final TopSecret Clearance based upon a TIER 5 Background Investigation and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
