ABOUT LSC AND THE LSC OFFICE OF INSPECTOR GENERAL:
The Legal Services Corporation (LSC) is the countrys single largest funder of civil legal aid for lowincome Americans. Created by Congress in 1974 as a nonprofit corporation LSC currently funds 130 independent nonprofit legal aid organizations (LSC grantees). These grantees have more than 900 offices throughout the nation and overseas. LSCs mission is to promote equal access to justice and provide grants for highquality civil legal assistance. LSC receives approximately 99 percent of its funding from Federal Government appropriations. LSC is considered a designated federal entity under the Inspector General (IG) Act as amended. LSC OIG possesses all of the authorities of the IG Act as amended and must meet all related statutory requirements. The LSC IG reports to the LSC Board of Directors and Congress.
LSC OIGs mission is twofold: to assist LSC management and grantees in identifying ways to promote efficiency and effectiveness; and to prevent and detect fraud waste and abuse. OIG is also responsible for keeping the LSC Board of Directors and Congress fully and currently informed. The OIG primarily achieves its mission through delivering independent insights and recommendations to key stakeholders through audits evaluations and reviews; investigations into allegations of wrongdoing; and proactive efforts to prevent fraud waste and abuse. This position is not considered federal employment and is based in Washington DC and requires periodically working from an office in Washington DC in accordance with OIGs hybrid work model. OIG embraces the use of telework flexibilities. The successful candidate must live in the Washington DC commuting area (a 50mile radius from LSC headquarters).
BASIC FUNCTION:
The Senior Audit Program Analyst helps to ensure the integrity and efficiency of the processes within LSC OIGs Office of Audit. As such the Analyst manages audit information systems provides comprehensive administrative and coordination support tothe audit reporting and quality control processes and applies advanced analytical methods and techniques to identify extract analyze and report data. The Analyst also develops and maintains a working knowledge of the laws regulations and standards relating to federal Offices of Inspectors General LSC and nonprofit corporations. The Senior Audit Program Analyst reports to and is supervised by the Director of Audit Operations who directly reports to the Assistant Inspector General for Audit (AIG/A).
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Provides highlevel administrative and analytical support to the Director of Audit Operations Audit Director and the Audit division.
- Manages key administrative aspects of the audit reporting and quality control Facilitates effective and efficient managerial review and issuance of audit reports and other related products including facilitating timely reviews and approval of products by the AIG/A and the IG.
- Ensures written products meet style formatting and general audit reporting quality standards and require minimal editing before being released to LSC management Board of Directors Congress and other entities.
- Verifies data and may provide key input to senior leaders presentations at quarterly board meetings.
- Manages and maintains audit information systems ensuring data is complete current and accurate. Responsible for tracking the status of audit findings recommendations corrective action plans and other critical data. Synthesizes large amounts of data into relevant and timely reports used for management decisionmaking.
- Leverages audit data and expertise in key audit processes to foster and implement innovative and improvement initiatives within the Audit division.
- Conducts research to assist management and auditors with projects and inquiries. Collects requested data and information from various sources; performs detailed analysis; prepares summaries of findings and other written reports and correspondence.
- Serves as liaison to internal and external stakeholders. Issues reports receives and tracks responses to audit recommendations. Supports auditors and management throughout the audit process and with other projects.
- Updates Oversight with audit recommendations issued by the Office of Audits.
- Serves as principal point of contact for grantees and independent public accountants (IPAs) that conduct annual audits of LSC grantees mandated by federal law. Conducts research and advises IPAs on a wide range of audit requirements. Prepares correspondence to auditees IPAs and grantees. Refers sensitive inquiries to audit management with recommendations for appropriate response.
- Maintains and compiles data for the audit divisions section of the OIGs Semiannual Report to Congress and the Quarterly Activity Reports. Coordinates with staff to prepare comprehensive draft and final reports. Ensures report content is accurate complete and submitted timely.
- Provides support to the Director of Audit Operations and the audit division to procure and fulfill training requests. Maintains and reconciles the training records for the audit division ensuring GAGAS continuing professional educational requirements are met.
- Partners with other OIG divisions to provide support for investigative legal and administrative initiatives.
- Ensures that audit related information on LSC OIGs website is current relevant and accurate. Coordinates with webmaster to review revise and refresh website content as needed.
- Fosters and maintains productive working relationships with OIG and LSC management grantees IPAs and other internal and external stakeholders. Provides excellent customer service.
- Maintains current understanding of the audit profession relevant standards and guidance industry resources trends and best practices.
- Supports the Director of Audit Operations with the maintenance of the designated audit management system as needed.
- Performs other related duties as assigned.

- Basic knowledge of audit and an OIG audit function
- Ability to perform research compile data and assimilate information to present to higherlevel management
- Analytical ability and an understanding of pertinent skills such as those related to statistical accounting auditing financial management budget and public and/or nonprofit organizational management principles
- Proficiency in Office 365 software including advanced expertise using Word Excel PowerPoint and other database programs

Sr. Audit Program Analyst: $87591 $136485. (Grade IG11 Step 1 to Grade IG12 Step 10
