Job Description Summary
For Grid Solutions HVDC Substations represent a key differentiating technology and a central focus for the business particularly in Europe where Transmission System Operators have very ambitious renewable energy targets.In this context Grid Solutions is looking for a Senior Tendering Engineering Manager who will oversee the technical coordination and management of technical tenders of the entire HVDC substations.
The Senior Tendering Engineering Manager will be accountable of the proper performance of the design in terms of engineering cost deadlines and quality on the complete Engineering scope of the Substations tender.
Job Description
Senior Tendering Engineering Manager
Project management
- Scope of work & time schedule
- Accountable for consolidation of technical tender deliverables list issue with submission dates and global time schedule of tender engineering activities.
- Issue Engineering DOR with the split of the engineering scope of work between all involved project parties
- Perform the follow up of critical activities
- Lead and ensure the coordination between all GE technical teams involved in the tender
- Time delivery mastering
- Support Engineering Discipline Leaders to anticipate and mitigate delivery issues
- Ensure technical disciplines are Coordinated in terms of interfaces and synchronization
- Lead and animate the technical coordination sessions design reviews and technical validation meetings
Budget and Resources
- Accountable for the definition of the project engineering budget in term of manhours and resources
Tender strategy & risk management
- Define the tender technical strategy and ensure that it is followed by all involved GE technical tendering teams
- Consolidate the whole project technical risks & opportunities and the corresponding mitigation/ action plan
- Implement a design freeze process for the tender and validate the design freeze following relevant design reviews and technical risks assessment for the project
- elaborate the design strategy in collaboration with the Project COE ITO Engineering leader and Project COE OTR Engineering Operation leader and the support of a Project Engineering Director. with the project COE engineering operation leader and the support of a project engineering director.
- Participate to project strategy elaboration with Project Director
- Ensure implementation of EMH guidelines
Customer relationship
- Accountable for the compliance to customer technical requirements he/she organizes the clause by clause analysis
- Ensure with discipline leaders compliance to customer requirements
- Consolidate technical queries to customer
- Ensure that answers to customer queries are consistent and check cross impact of comment
- Manage customer technical meetings
Document & configuration management
- Organize with the proposal Manager the technical document management for the project: deliverables list Q/R follow up technical offer consolidation
- Validate and check consistency of the engineering documents before final release to customer and to other functions
- Coordinate the way to Track & manage identified or potential deviations
Preengineering expediting
- Accountable for the onTime Delivery of the tender engineering deliverables
- Check effectiveness of design against contract requirements and look for global cost optimization
- Approve transmittal of documents to customer
- Review and validate the Bill of Quantities. Ensure that relevant BOQ are communicated to sourcing logistics construction.
Process & Tools
- Ensure deployment of Engineering tools (CAD costing tools)
- Organize Design review plan and manage design review
- Integrate EHS requirements
Quality
- Comply with Quality Procedures work instructions and Processes in EMH
- Report or resolve any nonconformances and process in a timely manner
Health and Safety
- Implement design freeze and EHS in design
- Demonstrate EHS leadership
- Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
Desired Profile and Experience
- 10 yrs of Engineering activities in EPC type environment in T&D Power Gen or O&G industry
- Mastering of some engineering processes such as: Civil work Plant configuration control &protection hardware System & performance studies or Electrical design
- Successful experience in project technical management
- Strong influencing and relationship building skills
- Knowledge of project risks and financial processes
- Willingness to travel worldwide.
- Demonstrated presentation skills and ability to succinctly communicate complex messages
- Demonstrated ability to lead in an unstructured environment and deliver results
- Flexibility operational problem solving innovation focus to results
- Demonstrates ownership & accountability judgment and decision making influences & inspires team creates a vision and strategy and has passion for the role
