SCOPE OF POSITION:
Under the general direction of the Manager Finance and Compliance the Program Accountant works in close collaboration with program and compliance teams and provides financial expertise and guidance in order to facilitate and promote effective program management. Overall they provide timely and accurate financial services to support the financial management of Oxfam Canadas projects throughout the program management cycle. The primary function of the position is the provision of regular internal and external accounting reports and analyses.
MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed)
In accordance with the Oxfam Canada codes policies procedures and standards the incumbent is responsible for:
1. Reporting:
- Prepare budgets and cash flows in consultation with program staff and ensure that program/project expenditures conform to the terms of the contract. Inform the Manager Finance and Compliance and relevant program staff of any major deviations to the budget and noncompliance with terms and conditions of contracts.
- Produce monthly internal financial project reports and prepare and produce reports to institutional donors in accordance with specified terms and conditions.
- Prepare the necessary adjustment entries on a monthly or quarterly basis as appropriate; carry out the accounting analysis of accounts by project when required; journalize any necessary corrections.
- Collaborate in the preparation and reconciliation of periodic and final financial reports to be submitted to project donors according to deadlines.
- Prepare quarterly and yearly internal project and program reports: variance analyses deferred revenues overhead contributions budgets cash flows resource allocation and other reports as required.
- Support with the preparation of consolidated project annual work plan budget for submission to donors.
- Reconcile quarterly advances per donor reports to the deferred revenue and ensure that all discrepancies are accounted for and valid. Track and remind responsible program staff to follow up on donor/partner advances.
- Advise the Manager Finance and Compliance and relevant program staff on the financial impact and implications of their decisions on any extraordinary events in the project offering recommendations for possible courses of action.
- As a member of the Finance and Compliance Team assess current accounting operations offering recommendations for improvement and implementing new processes.
- Support with the production of reports for Oxfam International as required.
2. Processing and recording:
- Validate project/program financial reports supporting documents and authorization; ensure project partners projectrelated expenditures and advances are appropriately recorded as per budget categories and in accordance with donor contracts and Oxfam Canada policy.
- Provide timely feedback to Program Officers at Oxfam Canada once the financial review of transactions and expense lines is completed. Follow up with the Program Officer and/or Country Office Finance team on any issues arising from the quarterly review.
- Record quarterly expenses respective revenue and restricted interest earned in a timely manner.
- Ensure uptodate accurate and complete files are kept on external and internal financial reports for project/partners.
- Verify project/partner financial reports for accuracy including random sampling of invoices vouchers or other financial documentation.
- Analyze and verify payment of program/project costs and allocations according to donor contracts and in accordance with Oxfam Canada policies and procedures. Review transactions listing on a quarterly basis upon receipt of the financial reports received from Affiliates/partners including review of supporting documents and authorization
- Review and analyze cash flow balances and forecasts.
- Support budget holders with coding of transfer for project advances or other project payments.
- Create new project codes or ledger accounts as required in accordance with Oxfam Canada policy.
- Track activity of projectrestricted Oxfam Canada bank accounts; ensure funds are available for requested transfers to partners and country teams and; initiate regular transfers between bank accounts accordingly.
- Maintain working papers to track project funds due to Oxfam Canadas general accounts from projectrestricted bank accounts.
3. Compliance and Monitoring:
- Carry out administrative and financial monitoring per project in accordance with preestablished internal control requirements signed contribution agreements and/or donor guidance notes.
- Ensure quarterly and yearend audit working papers are completed within the time frame established.
- Maintain a close working relationship with Oxfam Affiliate Country Offices to be able to respond to financial requests and give guidance when appropriate on financial matters.
- Collaborate with internal teams Affiliate country offices and partners to promote and advise on proper financial controls and risk management practices.
- Maintain communications on financial matters with Affiliate Country Offices and partners accounting and program staff.
- Provide capacity training on donor compliance to all stakeholders throughout the project management cycle.
- Verify that the documentation and the nature of the transactions recorded in the monthly financial reports are consistent with Oxfam Canadas policy financial manual guidance and donor requirements.
- Analyze the general ledger to verify allocations and investigate irregularities relevant to projects/programs.
- Maintain an uptodate chart of accounts for projects/programs.
- Track partner compliance with Oxfam Canada financial reporting and independent audit requirements and informs the Manager Finance and Compliance relevant program and compliance staff of deficiencies on a timely basis.
- Maintain a schedule of payments and reports based on donor contracts.
- Review monthly internal financial (budget versus actual) reports investigate significant project variances to budget trends or areas of improvement and report to program staff Manager Finance and Compliance.
4. Project Development and Proposal Review:
- Provide advice to program and Finance staff as well as the Director Finance & Operations in the preparation of budget proposals for projects/programs including assistance in the preparation of funding proposals.
- Review the financial sections of overseas/Canadian project agreements and ensure that accounting and reporting requirements are being met.
- Participate in the financial capacity assessment or due diligence exercises of Affiliate country offices and project partners.
5. Other:
- Act as technical support for accounting questions for the finance team in the countries of intervention.
- Deliver orientation and refresher information sessions to project partners and country offices on topics such as financial project reporting and financial compliance with donor terms and conditions.
- Orient new program staff on financial responsibilities policies and procedures.
- Liaise with auditors and respond to audit inquiries as required.
- Participate in the review development and implementation of financial policies processes and procedures.
- Contribute to special projects or initiatives in the unit or department.

REQUIRED KNOWLEDGE EXPERIENCE & COMPETENCIES:
- A Bachelors degree in accounting finance or a related field.
- A professional internationally recognized accounting designation such as CPA CA CGA or CMA or an equivalent combination of education and experience
- Minimum five 5 years of experience in finance and administration preferably in the nonprofit or nongovernmental sector;
- Knowledge of nonprofit financial regulations and compliance requirements in Canada.
- Excellent communication organizational and interpersonal skills.
- Capacity to challenge the status quo exercise sound judgement and enhance processes.
- Excellent analytical and problemsolving skills.
- Demonstrated ability to work independently and effectively in a team environment.
- Experience managing or administering overseas development or similar projects is an asset.
- Fluency in French or Spanish (written read and spoken) is considered an asset.
- Proficiency in accounting and financial/budgeting software (Great Plains GP Dynamics Planning Maestro or equivalents) is required.
- Advanced proficiency in Microsoft Excel.
- Demonstrated knowledge understanding and commitment to global justice social change womens rights and gender equality.
- Demonstrated commitment to feminism antiracism justice equity diversity and inclusion.
- Availability to travel abroad (exceptionally) for program visits relating to finance and compliance.
- Willingness to sign and abide by the Oxfam Code of Conduct.
