Job Description

General Information

Majestic mountains the rugged West Coast Trail serene lakes and one of the worlds tallest freestanding timber rail trestles all lie in the picturesque Cowichan Valley Regional District (CVRD). Located on Vancouver Island the CVRD provides a wide range of local government services to a population of 80000 within its 4 distinct municipalities and 9 electoral areas. Just 50 km north of Victoria and 30 km south of Nanaimo the Cowichan Valley offers a warm climate and numerous parks recreational cultural and social opportunities.

The Cowichan Valley Regional District is now accepting applications for the regular full time Emergency Management Technicianposition in the Emergency Management Division of the Community Services Department. Reporting to the Manager Emergency Operations & Planning the Emergency Management (EM) Technician provides a wide range of technical support and analysis for the regional emergency program. This position supports the Emergency Management Division by sharing technical and subject matter expertise as part of the Operations and Planning Team and participates in the Emergency Operations Centre (EOC) as required. The EM Technician keeps abreast of emergency management developments and initiatives and helps to develop and maintain a robust and resilient emergency program for the Cowichan Valley Regional District (CVRD) the City of Duncan the Town of Ladysmith the Municipality of North Cowichan and the Town of Lake Cowichan.

Qualifications

  • Degree (preferred) or Diploma in Emergency Management or a related field
  • Minimum of four 4 years experience in emergency preparedness response or recovery sector preferably in a local government setting
  • Emergency Operations Centre experience is considered an asset
  • Experience in volunteer management and/or training delivery is considered an asset
  • Incident Command System (ICS) 100 and 200
  • Class 5 BC Drivers License

An equivalent combination of education training and experience may be considered.

Hours of Work

Guaranteed 35 hours of work per week Monday to Friday 8:30 a.m. to 4:30 p.m. and eligible for flex time. This position may be required to attend some evening and weekend meetings and is required to participate in the oncall Duty Manager rotation for afterhours emergency management support.

Where operationally appropriate and subject to change the CVRD has a Work From Home program. This program allows staff to work remotely with the number of remote days per week determined by operational requirements from locations that are a daily commutable distance from their work at a CVRD worksite. This position works from the Emergency Management Cowichan office in Duncan BC and at this time is eligible to be part of the Work From Home program potentially working a hybrid inoffice / remote schedule after a successful inoffice training period.
