This position is classified as Exempt and FullTime and reports to the Real Estate Development (RED) Director.
This position is a Grade 9 with a starting Salary of $72286 $84895.
ORGANIZATIONAL OVERVIEW CASA of Oregon (CASA) began its work more than 30 years ago by supporting local organizations that provide housing for farmworkers and other populations who have been marginalized in primarily rural areas throughout the state. Today we enhance economic and housing security for Oregonians in need by working in four key areas:
Manufactured Housing Cooperative Development Center (MHCDC) We develop and support manufacturedhome community residentcooperatives through organizing training and technical assistance. We also support the negotiation and oversight of the purchase and financing.
Real Estate Development (RED) We partner with local community organizations and nonprofit housing sponsors to increase the stock ofand improve existingaffordable rental housing and community facilities. We serve as a developer consultant and technical assistance provider.
Family Economic Opportunity (FEO) We partner with local agencies to administer Individual Development Accounts (IDAs) which enable individuals and households with limited financial resources to save and build assets at an accelerated pace through a match savings program.
Community Loan Fund (CLF) We provide financing to support the development and preservation of affordable housing and community facilities. Loans provided include predevelopment construction bridge and secondary permanent financing.

POSITION OVERVIEW CASA is seeking a motivated talented and collaborative individual. While some candidates may not have all the relevant experience candidates who are open and enthusiastic to learning on the job will be considered. Preferred candidates will have experience managing a team acquiring and developing real estate leading handson community engagement with disadvantaged populations and conducting public advocacy campaigns. Ideal candidates will have experience working in rural communities writing and administering grants and leading or participating in equity and inclusion efforts. This includes tax credit projects bond financing affordable housing preservation rural development farmworker housing and community organizing.
The Real Estate Development Program Manager is responsible for the development of multifamily housing singlefamily housing and community facility projects for CASA and helps determine the course of CASAs development program. The Real Estate Development Program Manager also directs and facilitates activities from predevelopment through leaseup.
RESPONSIBILITES
Identifies and works with project sponsors (housing authorities nonprofit organizations growers local governments) and/or homeowners to effectively develop multifamily singlefamily and community facility projects;
Perform outreach to communities regarding farmworker and affordable housing issues and development processes
Analyzes feasibility of proposed projects in various markets; prepares market studies when necessary
Inventories and selects project sites; obtains necessary land use and environmental approvals;
Assembles and manages the development team including project sponsor architect builder property manager lenders and investors; authorizes contract terms;
Prepares and revises development and operating budgets;
Secures and administers project financing (include local state and federal grants conventional and subsidized loans state and federal tax credits private foundations and trusts tax exemptions and inkind donations);
Reviews documents including design construction agreements and finance documents;
Oversees construction; attends inspections; prepares draw requests and change orders;
Prepares and/or oversees preparation of property management documents.
Develops and oversees project timelines; files required reports;
Conduct surveys for farmworkers in potential project areas;
Coordinates and convenes conference;
Coordinate work and projects with housing specialists;
Assist other CASA departments (ie: procuring funding); and
Assists coworkers as needed coordinate project schedules as needed with other projects; assists with general operations of the office engages in fundraising activities for the organization.

QUALIFICATIONS Education: BA/BS in planning construction sciences business architecture or related field is preferred.
Experience: At least three years experience developing real estate and/or managing affordable housing and construction projects:
A thorough knowledge of and demonstrated experience in affordable housing development and finance;
Experience working with lowincome individuals brokers real estate investors local sponsors community representatives lenders and other involved in the development process;
Ability to plan and manage multiple projects budgets and contracts and meet strict deadlines;
Capacity to work independently and perform complex tasks with minimal supervision;
Excellent presentation and written communication skills including grant writing
A commitment to working in a multicultural/bilingual environment; and a drivers license and access to transportation.

Must be able to drive both day and night and travel to rural areas during the week and on weekends.
