The Executive Directors Office (EDO) exists to manage and supervise the activities of the divisions within the Department in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and into the future.
This position is located in the Executive Directors Office of the Colorado Department of Natural Resources. EDO exists to guide and supervise the activities of the eight Divisions within DNR in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and in the future.

TheHuman Resources Office (HRO)provides professional and technical human resources services for the department and its divisions. This includes employee selection job evaluation/compensation benefits administration leave management training performance management employee relations risk management personal services agreementsrecords management and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board.

Description of Job


This position is responsible for delivering quality human resources services in the Department of Natural Resources and is the delegated staff authority for employee relations. Serves as management advisor in matters related to employee relations and providing analysis of potential risk (legal liability appeals grievances) to the department. Employee relations issues may include but are not limited to advising on corrective actions and performance improvement plans conducting informal mediation assisting supervisors in documenting progressive discipline assisting employees in meeting supervisory performance expectations performance management (assist with writing performance plans and individual performance objectives) conducting workplace investigations and managing the performance management dispute resolution process etc.

Performs professional and technical human resources work required to select employees allocate positions implement personnel rules and share information and advice on human resources issues and to participate in the development/modification of departmental human resources plans and programs. This position works in partnership with DNR EDO and Division managers to understand business needs and to tailor advice and assistance to meet those needs. Duties related to Employee and Labor Relations include serving as liaison with the Department of Personnel & Administration (DPAs) Labor Relations Unit and assisting other HR staff with maintaining positive relationships with representatives from Colorado Wins and/or other employee groups.
This incumbent in this position is expected to stay informed about DPA Labor Relations related developments and to maintain working relationships with DNR employee groups in order to remain current on employee concerns and questions. This position will also assist other HR staff with preparation for labor negotiations.

Specific duties include but are not limited to:

Employee and Labor Relations
Delegated staff authority in employee relations issues including but not limited to conducting and/or participating in workplace investigations assisting with mediation and resolution of employee disputes performance appraisals grievances and crafting corrective actions. Advises employees and supervisors of their rights and responsibilities in the state personnel system. Provides employees and supervisors with factual information about human resource procedures and processes. Facilitates program compliance with State Personnel Board Rules and Directors Administrative Procedures and Statutes. Advises employees and managers on effective means to resolve disputes. Provides guidance on the appropriate interpretation of applicable statutes rules and human resources policies. Guides employees and supervisors through DNRs performance management program/cycle and manages DNRs performance management dispute resolution process. The employee supports and helps develop policy and processes related to labor relations.

Selection & Consultation
Position applies utilizes and integrates HR theories principles conceptual models and professional standards to conduct recruitment and selection activities with independence and autonomy. Performs professional and technical human resources work required to select employees implement personnel rules and share information and advice on human resources issues and participates in the development/modification of departmental human resources plans and programs. Performs job analysis analyzing/implementing recruitment strategies writing job announcements developing and evaluating assessment devices (comparative analysis) creating assessment plans conducting assessments evaluating/addressing adverse impact of assessments screening applications advising applicants and appointing authorities during the process communicating with applicants and defending any and all assessment processes. Generate position referrals using COJobs. Advise appointing authorities on laws and personnel rules applicable to contemplated actions. Partners with assigned Division managers to understand business needs of the Department and to provide tailored support to meet those needs. For example participates in webinars and training discussions on best practices for hiring and selection to advise supervisors.

Other
Position manages and administers various special projects with sound business practices as assigned by the manager.

MINIMUM QUALIFICATIONS:

Experience Only:
Seven 7 years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven 7 years

Preferred Candidates will have:
  • Knowledge comprehensive understanding and application of theories principles and best practices of human resource management in the areas of Employee Relations.

  • Knowledge of and experience applying the rules of Colorados Personnel System.

  • Significant experience conducting workplace investigations and assisting with resolving workplace conflict.


CONDITIONS OF EMPLOYMENT:
  • State of Colorado residency is required at the time of application.

The current work arrangement for this position is as follows:

  • This is a Remote/Hybrid position Work is primarily performed from a home office however the selected candidate will at times report to the office at 1313 Sherman Street Denver CO or other locations within the State for meetings trainings and projects as directed by the supervisor.
