Job Title: Program Manager Projectbased Housing
Reports to: Assistant Director
Supervises: Case Managers Clinical Case Managers of Voltaire Villas
Sites: Enlightenment Plaza #3/Voltaire Villas 320 N. Juanita Ave. Los Angeles CA 90004
Status: Fulltime Exempt (salary) Management
Schedule: MondayFriday 8:00am4:30pm

SUMMARY:
The People Concern is partnered with the Department of Health Services (DHS) and their Housing for Health (HFH) Program to provide housing and Intensive Case Management Services (ICMS) to persons experiencing homelessness. The Projectbased Housing Program houses individuals transitioning from homelessness in subsidized housing units that are attached to supportive services.
Projectbased Housing clients are linked to ICMS case managers who provide homebased and fieldbased interventions clinical services while employing traumainformed care and harm reduction approaches. Clients in our programs are a diverse group with complex trauma experiences complicated by medical mental health and substance use barriers. Clients remain in the program for as long as they require subsidized housing. For many individuals this may mean their entire lifetime.
The Program Manager is responsible for daily oversite of the ICMS Teams based in the Projectbased Housing sites. This includes assistance with client crisis management coordination of services and clinical supervision to case management team. The Program Manager serves as the primary liaison between the agencys DHS HFH program staff and the ICMS team ensuring funder standards are met. They also support collaborative working relationships with sitebased partners including property managers housing developers and local community resources.
DUTIES AND RESPONSIBILITIES:
1. Provide clinical and administrative supervision to Bachelorslevel Case Managers and Masterslevel Clinical Case Managers.
2. Facilitate weekly team meetings and case consultation utilizing a traumainformed care lens and harm reduction approach.
3. Collaborate with other Housing Department teams DHS supports and community partners to develop creative interventions focused on improving the safety and wellbeing of our most marginalized clients.
4. Assist with client crisis management which includes assessment for voluntary and involuntary psychiatric hospitalizations.
5. Be available to respond to emergency calls and situations on a 24hour basis with support from direct clinical supervisor and Housing Department Directors.
6. Ensure all documentation charting and data collection for program clients is complete timely and accurate through ongoing audits of electronic data bases and chart reviews.
7. In coordination with the Projectbased Housing Director provide budgetary oversight of program administration and ensure program revenue and expenses are within the annual budget.
8. Assist in the screening assessment and enrollment of clients including orientation to program policies resources and goals.
9. Ensure case management staff are linking clients to appropriate services and utilizing a Whatever It Takes approach. Case Managers will provide assistance with locating and securing housing connection to community resources government and state benefits medical mental health and substance use services.
10. Provide support and containment to team in the event of client death and/or traumatic incident. Coordinate or provide debriefing when appropriate.
11. Ensure that all Annual Reviews are completed in a timely manner.
12. Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
13. Hire and manage staffing of ICMS team and ensure staff are adequately trained and abide by all agency and department policies and procedures.
QUALIFICATIONS:
1. Bachelors degree.
2. MSW MFT LPCC or PsyD registered with CA BBS preferred (supervision hours are available for this position).
3. Minimum of two years fulltime experience working with the homeless preferably those living with mental illness and/or substance addictions.
4. Two years supervisory experience managing staff.
5. Able to work in a high tolerance Harm Reduction model with clients who have multiple barriers.
6. Current valid Drivers with an acceptable driving record.
7. Able to be oncall 24/7 with support from direct clinical supervisor and Housing Department Director.

WORK ENVIRONMENT:
1. Field (may need to travel) and indoor office environment.
2. On occasion walk or drive to different local sites.
3. Regularly required to sit stand bend and occasionally lift or carry up to 35 pounds.
4. Will necessitate working in busy and loud environments.
5. Will be exposed to elements like cold heat dust noise and odor.
6. May need to bend stoop twist and sit throughout the day.
