A professional position responsible for surveying and mapping encompassing the surveying constructions and mapping of County utility and public works projects and facilities. Acts as responsible point of contact with State and Local Agencies for the development of survey standards practices and programs.

Directs and coordinates operations of the Survey Section of the Stormwater Division.
Prepares specifications for contractual agreements with private consultants pertaining to surveying and mapping services.
Performs necessary administrative duties and prepares yearly budget for Survey Section.
Develops agency survey programs and policies.
Coordinates work plans to ensure programs are implemented in a timely manner.
Designs survey methodology and develops operational procedures.
Supervises other survey technical personnel and participates in performing professional surveying and mapping work.
Provides technical support and instructs engineering personnel in preparation and maintenance of digital maps and information technology database utilized for the establishment of Geographic Information Systems.
Provides technical support and instructs survey party chiefs in acquiring conventional and Global Positioning Systems (GPA) field survey data for major street projects sanitary and storm sewer systems water treatment and water distribution structures and systems bridges building construction projects and Geographic Information Systems (GIS) mapping projects.
Advises on construction specifications regarding the adaptability of plans and designs to particular field conditions.
Advises County agencies on survey related matters.
Supervises the inspection of construction projects while in progress for adherence to plans and specifications. Reviews surveys legal descriptions and sketches for conformance with Florida Statutes.
Reviews subdivision plats for technical accuracy and conformance to Florida Statutes and Highlands Countys Land Development Regulations prior to recordation.
Maintain a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.
Follow consistently the Board policies and procedures.
Responds productively to change and performs all other related tasks as directed.
KNOWLEDGE SKILLS AND ABILITIES:
Thorough knowledge of the principles and practices of lands surveying and mapping as applied to engineering construction record route and right of way surveying.
Thorough knowledge of the use trouble shooting and maintenance of survey instruments including conventional instruments.
Thorough knowledge of total station/electronic data collection field to finish solutions and GPS equipment.
A general working knowledge of AutoCAD Civil 3D and data transfer software.
Ability to research and analyze survey reference materials such as public records engineering plans right of way maps and legal descriptions.
Ability to maintain effective working relationships with coworkers managers supervisors directors elected officials vendors and the general public.
