Job Summary:

The Clinical Health Services (CHS) Division Manager provides overall clinical and administrative leadership and support to the Clinical Health Services Division within the Fort Bend County Health and Human Services Department (HHS). The position is responsible for the overall success of the CHS Division by ensuring financial management grants management program management & development clinical health outcomes quality assurance regulatory compliance policy management and staff management are aligned with Health and Human Services Departments mission and goals. The CHS Division Manager is responsible for creating and maintaining a culture that facilitates the collaboration and development of a team of healthcare professionals & support staff to provide high quality patient centered clinical care. Additionally the CHS Division Manager is responsible for communicating and educating key county stakeholders including the public regulatory partners funders elected officials etc. Lastly the Clinical Health Services Division Manager will provide direct clinical care as needed.

Essential Duties and Responsibilities:

  • Oversees and manages the Tuberculosis Prevention HIV/STI and Public Health FollowUp clinical programs of the Fort Bend County Clinical Health Services Division; strategically plans for the future of the department based on strengths weaknesses opportunities and threats (SWOT).
  • Supervises directs assigns duties and schedules work of program lead staff and consults with them regarding management of the programs; Directs clinical staff in the HIV/STD Prevention Program Public Health FollowUp Program Tuberculosis Prevention Program and all newly developed programs following all evidenced based best practice and regulatory guidelines.
  • Supervises and cochairs the clinical quality committee or all other committees as assigned for the CHS Division. Provides clinical oversight and direct clinical care when needed in Tuberculosis and STD clinic to ensure quality of clinical care given.
  • Ensures that reportable conditions are responded to promptly and accurately and that such conditions are reported to the Texas Department of State Health Services as required by statute and regulation.
  • Assists the Fort Bend County HHS Director and Deputy Medical Director in developing policies and procedures; Updates standing orders as indicated.
  • Provides ongoing communication and education to key county stakeholders including the public regulatory partners funders elected officials etc. as requested by the HHS Director or Deputy Medical Director.
  • Develops and leads a clinical staff development program including competency trainings clinical chart audits multidisciplinary team meetings grand rounds employee evaluations etc. Additionally responsible for approving continuing education (CEUs) opportunities and required trainings while ensuring that all professional staff maintain required licenses and certifications.
  • Assists in budget planning budget writing and budget management relating to authorizing expenditures throughout the year; Maintains situational awareness of legislative action and emerging infectious diseases that may impact the work of the department and require additional resources to address.
  • Leads all new and existing programming initiatives including grant writing program objectives & outcomes and funding development.
  • Lead all staff management and development initiatives including hiring decisions engagement coaching disciplinary (performance and behavioral) etc.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Minimum Job Requirements:

  • Masters degree in nursing; Advanced Practice Nursing Degree or Physicians Assistant Degree preferred.
  • 5 years of similar jobrelated experience.
  • Excellent verbal and written communication effective leadership and organizational skills; Interpersonal skills and ability to deal effectively with the public and other employees.
  • Clinical Leadership Training HIPAA Certification Clinical Program Accreditation; Theoretical and Practical Understanding of Cultural Inclusivity; Confidentiality Training; CPR/First Aid Certification; Defensive Driving Certification. BLS and ACLS certified. Required certifications may be achieved after employment begins.

MINIMUM SALARY RANGE: $49.78 $62.23 hourly based on qualifications
