Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Failure to submit the Application or Supplemental Questionnaire will result in disqualification.

DESCRIPTION


THE AGENCY
Public services provided by the Alameda County Public Works Agency include flood and storm water pollution control transportation planning and design roadway and flood control maintenance and inspection and construction and building inspections.

The goals of the Agency are to keep roads safe and well maintained provide the highest level of flood protection provide service levels that optimize infrastructure life cycles minimize deferred maintenance ensure that development and construction adhere to applicable State and County rules optimize disaster preparedness response and recover ensure that the Agencys operations and services minimize negative impacts on the environment and sustain and advance County and Agency programs through a vital business and administrative support system.

THE POSITION
Under general supervision to assign vegetation management and other tasks for rightsofway structures and unincorporated areas; determines the infestation level of invasive species and directs eradication operations; manages vegetation and other abatement operations; and performs related work as required.

The Vegetation Management Supervisor classification is located at the Public Works Agency in the Maintenance and Operations Department and reports to the Maintenance and Operations Manager. The Vegetation Management Supervisor is the firstline Supervisor responsible for the Public Works Agency and Flood Control Districts Integrated Vegetation Management Program (IVM) along County rightsofway (roads flood control channels transportation corridors concrete islands and vacant lots).

The Vegetation Management Supervisor is distinguished from the next lowerlevel classification of Vegetation Management Technician in that the latter journeylevel classification certified by the State of California to handle and apply the herbicides used in vegetation management while the former classification is the firstline supervisor with overall program responsibility and differing mandated license.

MINIMUM QUALIFICATIONS









KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Principles and practices of supervision leadership and performance evaluation.
  • Vegetation identification and control methodology.
  • Safety procedures as they relate to mechanical biological and chemical control programs.
  • Federal State and local laws and regulations relating to herbicide use storage and reporting.
  • Principles of Integrated Vegetation Management including biological chemical cultural and physical pest control methods.
  • Basic principles of municipal budget preparation and administration.
  • Terminology methods materials tools and equipment used in construction and maintenance operations.
  • Use and capacity of maintenance equipment materials and approaches utilized in public works.
  • Methods procedures materials equipment and associated safety practices used in vegetation management along flood channels roadways or other areas.
  • Estimating inspecting planning scheduling and job control practices.
  • Microsoft Office and asset management systems.
  • Emergency response and operations including the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).
  • Various government codes and regulations including Cal/OSHA regulations and practices.

Ability to:
  • Make decisions.
  • Plan and organize.
  • Set standards of performance in order to control and optimize the productivity of staff.
  • Estimate the staffing and equipment required for vegetation management work.
  • Identify pest and nontarget organisms.
  • Use various metrics tools and references for plant identification and monitoring purposes.
  • Writes reports keeps records and special files as necessary.
  • Read and interpret plans blueprints specifications government regulations and contract documents.
  • Demonstrate proficiency in utilizing computer applications and software at an intermediate level or higher for MS Office and other businessrelated applications.
  • Train subordinates in all phases of work and safety.
  • Supervise motivate and evaluate staff.
  • Keep abreast of changing technology work methods materials and utilize new technologies to improve efficiency and effectiveness.
  • Communicate in a clear and concise manner in written and verbal format.
  • Ability to demonstrate effective reading comprehension both orally and in writing.
  • Establish and maintain effective working relationships in the performance of required duties.
  • Respond to emergency or disaster situations.
  • Implement preventative maintenance programs.
  • Operate a standard office computer to enter data retrieve data utilize spreadsheets and other applications.

    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    1. Review of applicants application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
    2. A review of the supplemental questionnaire to further verify knowledge skill and ability.
    3. An oral interview which will be weighted as 100 of the candidates final examination score. The oral interview may be administered virtually and contain situational exercises.

    Candidates must attain a qualifying rating on each portion of this recruitment.
