SUMMARY
Under direction to plan design and conduct operational policy and programmatic studies for the Office of the Director; to recommend and assist with the implementation of programming policy and procedure modifications; to assist with the general administrative support of the assigned program and contracted community-based organizations (CBOs); and to do related work as required. The individual assigned to this role will act as County liaison with service providers and funding sources and ensure that program regulations and procedures are followed. The Management Analyst will report to Alameda County Public Health Department Quality Improvement & Accreditation Director or their designee.
This position is funded through November 2027 but may be extended if funding is available.
The salary range for this position is: $94411.20 to $126547.20 per year depending on experience and qualifications.
ESSENTIAL FUNCTIONS
- Plans and designs analytical studies to assess the effectiveness of contracted service providers; identifies gaps in service delivery; determines appropriate evaluation methods and sets timeframes for study completion.
- Assembles required data from contracted partners; designs and administers surveys conducts site visits and stakeholder interviews reviews program documentation and benchmarks against similar initiatives to evaluate CBO performance and impact.
- Collects and analyzes programmatic and operational data from contracted CBOs using qualitative and quantitative tools; identifies key performance indicators and assesses alternative strategies for efficiency.
- Develops evidence-based recommendations for improving CBO effectiveness; drafts reports with actionable strategies for program enhancement; delivers presentations to County leadership and stakeholders on findings and implications for department policy.
- Prepares and updates documents related to the oversight and funding of CBOs involved in departmental programming; tracks and assesses legislative or regulatory changes and recommends necessary changes.
- Serves in a consultative role to departmental management on strategies to improve coordination with CBOs and enhance service delivery; contributes to the design and implementation of policies that strengthen fiscal infrastructure across the county.
- Represents the agency and department in collaborative efforts with CBOs public health partners and other County departments; cultivates relationships with community stakeholders to ensure alignment and responsiveness to local needs.
- Supports procurement processes including contract development and administration for CBOs providing services.
- Assists with budget planning proposal review and grant applications to expand funding and resource allocation for department efforts.
- Interprets and enforces compliance with policies and guidelines related to program operations; communicates clearly and sensitively with CBOs County staff and the public regarding program expectations and outcomes.
- Provides oversight and guidance to staff or project teams working on departmental initiatives; monitors progress and ensures accountability for deliverables.
- Operates a variety of standard office equipment and data platforms to track CBO performance program outcomes and funding allocations.

- Ability to plan monitor and evaluate program and service delivery effectiveness in the programmatic area to which assigned.
- Ability to plan design and conduct sophisticated operational management and related studies and analyses.
- Ability to interpret explain and apply complex regulations policies and procedures.
- Represent the department and the County in meetings with others and make effective presentations to diverse groups.
- Establish and maintain effective working relationships with those contacted in the course of the work.
Education/Experience
- Three years of full-time experience equivalent to or higher than any combination of the classes of Administrative Specialist II Senior Financial Services Specialist Financial Services Specialist II and/or Program Specialist.
- Equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration or field related to the work.
- Equivalent to three years of full-time professional level experience in independently providing complex administrative or management services including planning organizing and conducting high level administrative organizational or related studies at a level equivalent to or higher than the County classes of Administrative Specialist II Financial Services Specialist II or Program Specialist preferably in a public agency setting.

Remote with occasional reporting to office in San Leandro CA in a general office environment temperature controlled.
Must have functioning internet at remote location.
