BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The purpose of the assignment is to provide support to the Investigations team to ensure best practice and highquality outputs. The selected candidate will assist in the review and development of policies and procedures the provision of advice on best practices with respect to investigations and guidance/training to other staff. The candidate will also assist in the legal and editorial review of work outputs including investigation reports to ensure due process requirements and highquality outputs.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Assist in the review and updating of investigation policies Standard Operating Procedures and guidelines having regard to best practice and UN administrative law jurisprudence (including the ILOAT and UNDT/UNAT);
2. Assist in the review and development of template documents to be used in investigation processes having regard to best practice and ILOAT jurisprudence;
3. Conduct legal research on issues relevant to the Investigation teams work;
4. Assist with the quality assurance of Investigation Reports including editing reviewing evidence and consideration of due process and substantive legal issues;
5. Keep abreast of ILOAT/UNDT/UNAT jurisprudence and ensure ongoing adherence in light of judgments;
6. Assist in the preparation of training materials and presentations on topics relevant to the Investigation teams work;
7. Prepare statistics and reports to assist with the Divisions internal and external reporting obligations;
8. Provide advice on and promote best practices with respect to investigations;
9. Develop policies and procedures and share best practices/lessons learnt from investigative work;
10. Assist with other facets of work including reviewing complaints conducting intake assessments assisting with investigations and any other tasks.
DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Criminology Investigations Law Audit Accounting or
other related fields or a first level degree with additional years of experience.
Experience:
Eight years or more (of which three international) of relevant progressively responsible professional experience in the conduct of administrative investigations and/or conducting legal review and analysis of administrative investigations.
Previous experience of investigating of internal fraud sexual harassment harassment abuse of authority and/or sexual exploitation and abuse cases is an asset.
Previous experience in conducting investigations with a UN organization an international organization (i.e. NGO) or an international financing institution is an advantage.
Knowledge & Skills:
Demonstrated expertise in theories concepts and approaches relevant to investigations and practical use of investigation and interviewing techniques.
Legal background/experience is preferred.
Knowledge of the various reporting requirements of the UN system.
Ability to provide quality assurance to investigations reports from an evidential perspective.
Strong report writing skills.
Familiarity with the use of various research methodologies and sources including electronic sources and databases.
Knowledge of accounting principles and practices and of UN rules and procedures is an asset.
Ability to apply good judgment and strategic thinking in the context of internal investigations.
Strong communication skills and setting priorities.
Languages:
Fluency (level C) in English.
Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish is desirable.
