Job Summary/Objective:
The Office of the Fire Marshal Technical Assistant (Inspector/Public Educator/Plans Reviewer) functions as a staff member within the Office of the Fire Marshal who performs equitable and complex application of the Virginia Statewide Fire Code the Albemarle County Code and national fire safety standards. This role improves public safety standards and quality of life for all.
Supervisory Responsibility:
Essential Functions:
- Implementation of Office of the Fire Marshal programs to improve fire and life safety reduce community risk and increase community resiliency
- Analyze interpret and apply codes ordinances rules regulations and standards
- Liaison with other organizations departments businesses and citizens in the application of codes ordinances rules regulations standards.
- Development and administration of community safety and resiliency programs
- Conducts inspections and site visits at commercial industrial educational assembly and other properties to address complaints or ensure compliance with the codes ordinances rules regulations and standards related to community safety and resiliency
- Prepares reports documents violations encourages corrective action and supports prosecution of violators when necessary
- Provides testimony and presents evidence in cases before a court local fire code or state technical review board
- Assess requests for permits and issue permits as appropriate
- Develop present and support public engagement events community risk reduction and resiliency events
- Maintains files records documents and electronic data
- Participate in community development process including interpretation of development plans for code compliance as needed
- Utilize County IT solutions that support Office of the Fire Marshal service delivery
- Other duties as assigned
Competency: Knowledge/Skills/Abilities
- Knowledge of firefighting strategy tactics operations and principles
- Ability to interpret codes ordinances regulations rules and standards
- Knowledge of fire protection and alarm systems
- Knowledge of construction codes building processes building materials community development processes including site plan approval processes and permit processes
- Knowledge of fire safety codes associated materials utilized to enhance safety community reduction strategies and enhancement of community resiliency
- Knowledge of the properties transportation use storage of hazardous materials and other high risk related materials and operations
- Skills negotiating protective measures and compliance with applicable laws codes ordinances regulations rules and standards
- Ability to equitably apply laws codes ordinances regulations rules and standards
- Knowledge of plans review processes and interpretation of presented plans
- Recognition of alternate solutions that maintain the intent oflaws codes ordinances regulations rules and standards
- Ability to understand and carry out oral written electronic and technical instructions
- Maintain good working relationships with other local agencies organizations businesses the public and internally with other units of Albemarle County Fire Rescue
- Knowledge of public engagement and education processes to enhance community risk reduction and resiliency
- Ability to prepare accurate concise and comprehensive documentation
- Knowledge and ability to engage in governmental meeting technical hearing trial and court proceedings and processes
Required Education and/or Experience:
- Graduation from High School or equivalent
- Supplemental training in firefighting fire prevention community risk reduction community resiliency and community engagement
- Minimum of three 3 years of fire service or position related experience
- Valid Virginias Drivers license with a driving record that complies with the Albemarle County and Albemarle County Fire Rescue County vehicle operations policies
- Virginia Department of Fire Programs Hazardous Materials Operations Certification or equivalent eligible for reciprocity by Virginia Department of Fire Programs
- Virginia Department of Fire Programs Firefighter I certification or equivalent eligible for reciprocity by Virginia Department of Fire Programs
- NFPA 1031 Fire Inspector certified from a program administered by the Virginia Department of Fire Programs or eligible for reciprocity by Virginia Department of Fire Programs
- Virginia Department of Housing and Community Development CORE certification
- Virginia Department of Housing and Community Development Fire Inspector Certification
- Acknowledgement and of a no tobacco use agreement prior to employment
- Maintenance of all required certifications and a valid Virginia Drivers license that complies with the Albemarle County and Albemarle County Fire Rescue County vehicle operations policies
Preferred Qualifications/Certifications:
- Associate Degree or equivalent in a related field such as fire science emergency management planning or construction operations
- Virginia Department of Fire Programs Firefighter II certification or equivalent eligible for reciprocity by Virginia Department of Fire Programs
- Acted in a fire department driver operator capacity for two years or more
- NFPA 1035 Public Educator certified from a program administered by the Virginia Department of Fire Programs or eligible for reciprocity by Virginia Department of Fire Programs
- Minimum of five 5 years of fire service or position related experience
- Minimum of three 3 years experience conducting plans reviews
Physical and Mental Requirements:
- Work is performed in the field and in the office setting
- Frequent walking over rough terrain and in a variety of weather conditions is required
- Occasional night and weekend duties could occur
- Frequent day and night driving in varied weather conditions and over a variety of terrains is required
- Exposure to physical stress fire and hazardous conditions could occur
- Regular contact with various internal and external governmental agencies civic associations volunteer organizations and the public
Remote Work:
This position is not eligible for a hybrid remote work schedule
Salary Range:
The hiring range for this position is $15.60 $25.00 per hour. Starting offer is based on applicable education beyond minimum requirements and internal equity. This is a temporary parttime FLSA nonexempt position.Internal candidates will receive pay adjustments in accordance with Local Government Personnel PolicyP60.
