Job Summary:

Manages highway ITS construction projects and local ITS. Administers highway construction contracts Including determining acceptability of materials furnished and work performed.Documents contract supplemental agreements with approval authority up to $200000. Represents ADOT to employees consultants contractors other agencies and the public. Ensuresthat ADOT consultant and contractor employees comply with al! applicable safety and environmental standards. Supervises a field offices staff consisting of project supervisors teamleaders field inspectors office technicians and consultants including hiring scheduling and assigning training and work performance appraisals and promotions and other personnelactions and disciplinary actions. Manages a field offices budget vehicle fleet information technology equipment other fixed assets and expendables. This meets the requirements of ARS.41771.8.2.

Job Duties:

Evaluate progress of highway construction projects. Review material sampling and testing project inspection and contract payments. Confer with internal andexternal agencies to resolve conflicts at lowest level possible escalating as needed. Write track and implement contract supplemental agreements asneeded. Ensure that contractor complies with all applicable safety and environmental standards.

Research analyze interpret recommend changes to and implement highway construction standards and procedures including standard specifications anddrawings project plans and special provisions relevant safety environmental and localgovernment standards and highway construction materials
equipment and standard practices.

Participate in and represent the field office district division and ADOT in meetingsconferences seminars and other informationpresentation
problemsolving and/or decisionmaking sessions.

Supervise a field offices staff including hiring scheduling and assigning training and work safety performance appraisals and counselling promotions andother personnel actions and disciplinary actions. Manage a field offices budget vehicle fleet. information technology equipment other fixed assets andexpendables.

Knowledge Skills & Abilities (KSAs):

KNOWLEDGE:

  • Principles and practices of civil engineering applied toconstruction of the state highway system.
  • Federal State ADOT and relevant local standardspertaining to highway construction environmental protection public relations safety personnel supervision procurement vehicle operation and fixedasset management.
  • Relevant computer applications including but notlimited to: Pen CPE SATS Contract Card Price Adjustment and Microsoft Outlook Explorer Word Excel Access and PowerPoint.
  • Google Platform Knowledge

SKILLS

  • Research analysis and interpretation of a wide range ofhighly technical highway construction standards and procedures.
  • Development and implementation of appropriate fieldoffice priorities and procedures related to highway construction material sampling and testing project inspection and contract administration.
  • Verbal and written communication.
  • Work management and leadership.

ABILITY

  • Safely drive a fullsize pickup truck on and offroad.
  • Work outdoors for extended time exposed to heat colddust and noise.
  • Resolve conflicts in project time quality and expense.
  • Maintain professional productive interpersonal relationswith all highway construction partners and stakeholders.
  • Ability to coach and develop employees includingcontinuous improvement practices and principles.
Selective Preference(s):

Masters degree in Civil Engineering Public or Business Administration or other field closely related to ADOT highway construction contract administration.

PreEmployment Requirements:

Social Science degree in Civil Engineering or other field closely related to highway construction.Professional Engineer (P.E. License for the state of Arizona or proof of eligibility for reciprocity at time of appointment. Two years of experience equivalent to a OT Transportation
Engineer I.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid classappropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C. R210207.11.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (EVerify).
