  • GENERAL SUMMARY
    The Director of Human Resources ensures compliance with state and federal discrimination laws through oversight of the districts efforts to prevent investigate and respond to complaints of discrimination harassment retaliation and sexual misconduct. Additionally as a key member of the Human Resources Department the Director of Human Resources assists with broader HR functions such as district policy coordination risk management labor relations and employee relations to promote a safe inclusive and equitable working and learning environment.
    ESSENTIAL FUNCTIONS

    Civil Rights Compliance/Title IX Coordinator Functions
    1. Serve as the primary district official responsible for overseeing district adherence to federal state and district policies/regulations related to complaints of discrimination harassment sexual misconduct and retaliation (including but not limited to Title IX Chapter 28A.640 RCW and WAC 392190.
    2. Conduct and oversee prompt thorough and impartial investigations of discrimination harassment sexual misconduct and retaliation complaints in compliance with procedural due process.
    3. Support the districts response to complaints of discrimination harassment sexual misconduct and retaliation by recommending appropriate remedies and corrective actions and through written communication with complainants and respondents.
    4. Provide information to students and parents on the districts discrimination harassment and sexual misconduct policies including recognizing and reporting such conduct.
    5. Provide supplemental training to staff on the districts discrimination harassment and sexual misconduct policies upon request.
    6. Maintain confidentiality and accurate confidential records regarding investigations and resolutions.
    7. Oversee all required reporting necessary for the districts compliance with state and federal laws regarding discrimination harassment sexual misconduct including but not limited to the Washington State Office of Public Instruction (OSPI)s Office of Professional Practices.
    8. Serve as the districts liaison with related external agencies including but not limited to the Office for Civil Rights (OCR) EEOC OSPI the Attorney Generals Office and the Washington Human Rights Commission.
    Policy Coordination Functions
    1. Assist in the development and maintenance of policies and procedures in coordination with the HR Director school leadership and legal counsel.
    2. Facilitate Board review and adoption of policies and updating of the districts online policy manual as appropriate.
    Risk Management Functions
    1. Act as the primary liaison and/or provide support in coordinating with the Washington Schools Risk Management Pool (WSRMP) and related functions.
    Labor Relations Functions
    1. Support the Executive Director of Human Resources in labor relations with various labor groups.
    Human Resources Functions
    1. Advise on progressive discipline and corrective action plans for employees related to policy violations.
    2. Provide guidance and training to administrators and staff.
    3. Monitor staff compliance with training requirements.
    4. Support the collective bargaining process.
    5. Support related to staffing (i.e recruiting managing allocations talent management).
    6. Contribute to workplace culture and climate initiatives promoting a safe respectful and inclusive work environment for all employees.
    Other Functions in Civil Rights Compliance Policy Coordination Risk Management Labor Relations and Human Resources
    1. Other functions as assigned by the Executive Director of Human Resources.
    REPORTING RELATIONSHIPS
    This position reports to the Executive Director of Human Resources.

    MENTAL DEMANDS
    This position experiences frequent interruptions and requires concentration and attention to detail. The Director must handle complex and highpressure situations with professionalism and integrity occasionally dealing with distraught or difficult individuals. The Director must have the judgement and mental capacity to objectively evaluate evidence obtained through investigation which can include explicit content of a sexual or criminal nature.
    MINIMUM QUALIFICATIONS

    Education and Experience
    • Bachelors degree in education human resources public administration law or a related field (Masters degree preferred).
    • Minimum three 3 years of experience in Title IX compliance civil rights or Human Resources in a school or public sector setting.
    • Experience conducting sensitive investigations managing grievances or handling legal compliance issues preferred.

    Required Knowledge Skills and Abilities
    • Demonstrated understanding of effective instruction and assessment practices.
    • Excellent public relations written and verbal communication skills.
    • Ability to develop and monitor budgets and manage fiscal resources.
    • Knowledge of Title IX RCW 28A.640 WAC 392190 and other federal/state antidiscrimination laws.
    • Strong investigative and analytical skills with the ability to conduct thorough objective and timely investigations.
    • Ability to handle confidential and sensitive information with integrity and discretion.
    • Strong communication and presentation skills with the ability to train and educate diverse audiences.
    • Demonstrated ability to work collaboratively across departments and manage complex cases with professionalism.
    • Proficiency in recordkeeping reporting and data management related to compliance and investigations.
    • Ability to remain objective and impartial while addressing complaints and ensuring due process.

    Licenses/Special Requirements
    • Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor. Complete Washington State Sexual Misconduct form.
    • Title IX Coordinator and Investigator certification (or ability to obtain within six months).
    • Professional HR certification (e.g. PHR SHRMCP) or legal background preferred.
    • Building/Program administrative credential preferred.

    UNIT AFFILIATION
    This is a nonunion Director Level 2 exempt position.
