JOB OVERVIEW:
The Alternative Certification Program Coordinator leads the implementation monitoring and evaluation of internal processes and procedures and contracted services for PHMCs Alternative Certification Program. The Coordinator reports to the ECE Workforce Special Projects Manager and collaborates with external partners to implement postbaccalaureate programming and services for eligible students to achieve Level I PreK4 Teaching Certification. The Coordinator interacts with designated partners students employers and funders and liaises with the Pennsylvania Department of Education (PDE) to provide access to pathways implement program activities oversee contracted deliverables and affirm completion of programming and Certification attainment. The Coordinator meets regularly with the management team and the Director to impart ECE crosssystems knowledge within higher education and credentialing systems assess opportunities for program improvement stakeholder feedback inclusive of practitioners employers OCDEL and PDE.
RESPONSIBILITIES:
- Implement PHMCs Alternative Certification program activities and report to the ECE Workforce Special Projects Manager.
- Ensure understanding of Keystone STARS Performance Standards particularly the Staff Qualifications indicators and Early Childhood Career Pathway PreK Counts Head Start and Early Head Start and align program practices with QRIS and ECE systems broadly.
- Perform targeted recruitment coordination of subcontract activities student enrollment delivery and reporting of program services.
- Monitor subcontracted program services and partner recruitment activities.
- Complete regular reports on program data and tracking and support the completion of reporting according to funder and PDE requirements.
- Implement program activities including scheduling course module delivery assessments placements and testing processes.
- Coordinate candidate applications eligibility review approval and monitoring of cohort and individual progress and milestones assessments and testing outcomes and postgraduate activities and associated reporting.
- Address and coordinate program supports resources and individual planning for student needs.
- Monitor student tracking and completion and recommendation for PA Educator Certification.
- Interface and report student data and outcomes in TIMS.
- Liaise with PDE program contacts and primary student funding partners.
- Monitor and implement program improvement strategies updated competencies and program standards aligned with statewide trends and requirements.
- Report on trends and make recommendations to improve efficiency and strengthen creditbearing delivery systems and support services within the region.
- Provide oversight to all functions of the Pennsylvania Professional Development Registry that overlap with Educator Certification.
- Provide training and technical assistance to participating subcontractors to support staff within respective education departments developing fluency in regional workforce needs and supports available for enhanced program experiences.
- Attend community meetings conferences and workshops to present information when needed.
- Perform other duties as assigned.

EDUCATION:
- Bachelors degree required
- PK4 Educator Certification is a plus
EXPERIENCE:
- Three to five years of related experience in monitoring project deliverables across partners including the use/management of databases and reporting structures
- Knowledge of regional state local and national early childhood systems and crossfunctionality
- Knowledge of the early childhood workforce needs and trends particularly as nontraditional college and credential students
- Knowledge of PDE standards and competencies and relevant content
- Knowledge of PK4 systems student placements resources and barriers
ORGANIZATIONAL RELATIONSHIPS:
The Alternative Certification Program Coordinator reports to and is supervised by the ECE Workforce Special Projects Manager and interacts with PDO staff contractors practitioners postsecondary institutions and other agencies and collaborates where appropriate to enhance services to early care and education providers. The position is fulltime 100 FTE. The position operates from PHMCs main offices at 1500 Market St Philadelphia PA though this position requires occasional travel throughout Bucks Chester Delaware Philadelphia and Montgomery Counties to best serve the meeting schedules of participating students and partners.
SALARY GRADE: 19
