This position involves working with internal and external partners on efforts aimed to reduce or prevent drug overdoses in the state. The Health Program Manager III is responsible for managing the Drug Fatality Review (OFR) program as outlined in Arizona Statute.01. Main responsibilities include planning coordinating and facilitating stakeholders in collaborative reviews of the monthly Fatality Review state team meetings developing and administering an annual budget and developing short and longterm program goals that meet the agencys strategic plans. This position communicates and provides technical assistance regularly with the OFR local and state teams to maintain statuterequired forms and rosters including confidentiality forms and
requirements to assure conformance with policies. The Program Manager also works closely with OFR teams to disseminate information develop protocols and training manuals for data collection and guidelines for data entry that satisfy CDC and ADHS requirements; provide training and technical assistance to contractors (including local/county OFR teams) and collaborative partners in order to monitor program progress and evaluate program goals. This position maintains communication with various offices of medical
examiners and other medical and behavioral health providers to obtain historical treatment records for selected cases. The Program Manager works with ADHS surveillance epidemiologists medical data systems (MEDSIS) and REDCap to classify and
confirm opioid overdoses and nonfatal and fatal cases for the ADHS dashboard. In addition this position will work closely with epidemiologists to identify trends and gaps in prevention efforts. This position supervises and manages personnel responsible for the review of medical records and the creation of case narratives for review by the OFR State Team. This position is also responsible for tracking entering quality assuring and analyzing various types of data including prevention recommendations made by
OFR team members. Prepares an annual statistic report analyzing the causes and incidences of fatalities in the state. Disseminates data and report findings in professional presentations with partner agencies to assist in addressing the
prevention implementation; performs routine quality management of providers to ensure accuracy and timeliness of data entry; managing the OFR data collection tool for the OFR master database and annual data reconciliation of this information; and maintaining
relationships with the county health departments and the ADHS MEDSIS team. This position will participate and may lead strategic planning efforts focused on addressing systemic issues contributing to drug overdoses. Lastly the position will be responsible for leading process improvement initiatives of the OFR program streamlining operational workflows and integrating new techniques and methods to enhance program efficiency and effectiveness.
Planning coordinating and facilitating stakeholders in collaborative reviews of the monthly Fatality Review local and state team meetings as mandated by state legislation. Ensures records and case narratives are prepared in advance of meetings and guides team members in selecting appropriate prevention recommendations for each case. Monitors state and contracted local team performance to assure conformance
Develop and maintain program training manual that meets requirements. Coordinate and author grant applications annual reports and program monitoring reports. The position will participate in relevant trainings to ensure they are able to serve as a subject matter expert in fatality. Participate in presentations prevention initiatives and task force groups collaborate with partners to disseminate data.
Establish contracts initiate contract amendments develop track and maintain budget expenditures and reallocate funds as needed.
Provide support and supervision of the Clinical Nurse Abstractor. Coordinate identification and classification of deaths record requests of cases screening case files for completeness preparing case files for data abstraction tracking and monitoring the status of data abstractions of clinical and nonclinical records and reviews. Track enter quality assurance and analyze various data types including prevention recommendations.
Establish and maintain collaborative relationships with health systems agencies counties and local and state team members who manage medical records needed to conduct a comprehensive review of fatality cases. Be the point of contact for local and state team members and troubleshoot/provide technical assistance to complex program issues. Other duties as assigned are related to the position.
Knowledge of:

Bachelors degree in Public Health or related field with 3 years of program management experience ideally in programs focused on prevention. Masters degree may substitute for 1 year of professional experience.
