Serve as the primary point of contact for HMIS software vendor.
Oversee technical enhancements and additions to the HMIS software in collaboration with HMIS software vendor.
Collaborate with neighboring Continuums of Care to jointly govern the regional HMIS collaborative.
Write and review the annual HMIS renewal application for funding to the US Dept. of Housing and Urban Development(HUD).
Quality Assurance
Develop and oversee data quality protocols and controls.
Manage and guide data migration processes between the HMIS and other data systems.
Ensure adequate testing of new functionalities modules and reports.
Reporting
Submit annual reports for HUD HMIS grants.
Lead and contribute to the successful submission federally required reports and applications including but not limited to the Annual Homeless Assessment Report (AHAR) Housing Inventory Chart (HIC) Longitudinal Systems Analysis (LSA) System Performance Measures (SPM) PointInTime Count (PIT) and CoC Program NOFA Application.
Training and Support
Work closely with the Manager of Training & Data Integrity to ensure the Centralized Training Academy and HMIS knowledge base is complete and up to date.
Oversee aspects of user training program including development of training guides webinars recorded training and certification process
Develop and implement communication plans with users and other stakeholders.
Create and maintain procedures to establish access and support to users.
Work closely with the Request & Operations Manager to ensure high quality user support and technical assistance by establishing and implementing support helpdesk procedures and systems to measure and enhance user satisfaction.
Other Responsibilities
Oversee all activities of the HMIS unit.
Directly supervise up to 15)staff.
Communicate effectively with other LAHSA departments the COC Board the LAHSA Commission and external audiences as appropriate.
Enhance LAHSAs reputational capital by providing thought leadership at meetings and conferences as appropriate.
Perform other duties and special projects as assigned.
Knowledge Skills & Abilities
Strong management skills
Technical expertise in HMIS including knowledge of the HMIS Data Standards HUD XML and CSV schemas and HMIS federal partner requirements.
Excellent people skills specifically customer service skills and a capacity for collaboration and interpersonal relationships.
Excellent written and verbal communication skills including the ability to express technical concepts clearly to both technical and nontechnical audiences.
Strong organizational skills with a strong attention to detail.
Intermediate level of computer software programs specifically Microsoft SQL Server.
Intermediate to advanced BI tool experience (Looker Tableau etc.
Advanced knowledge of Microsoft Office (Word Excel Access Power Point and Outlook)
Ability to simultaneously manage multiple projects and timelines.
Advanced communication skills and the ability to communicate with all levels of management staff and external clients especially those who are not well versed in computer technology.
Demonstrated ability to work with diverse community and organizational groups.
Demonstrated success in implementing a Data Quality Monitoring Plan.
Training & Experience
Bachelors degree in information technology or related field.
Experience with data migration and data integration.
Experience partnering with people with lived experiences of homelessness in the design of data collection systems and efforts interpretation of data planning decisionmaking and implementation processes.
Experience analyzing and presenting HMIS data to CoC and community leaders to help them understand homelessness system performance system needs and to support planning processes focused on system improvement and equity.
Experience customizing off the shelf information systems to enhance user experience and aligning with business needs.
Experience with data migrations data transformation preferred.
Experience with Clarity or LA CoC HMIS preferred.
Any combination of extensive and applicable work experience and educational credentials performing the above duties successfully.
Work Schedule: This position is currently in a hybrid schedule. While schedules are subject to change the current requirements are that staff work onsite no less than two times a week. The Chief Executive Officer or designee may change the schedule of positions between hybrid or fully onsite as necessary to accomplish LAHSAs business needs.
